Tenders are invited for Installation of Terminal Automation System of Main Installations Of Three Oil Marketing Companies ( POCL, MPL and JOCL) at Patenga, Chattoram, Bangladesh on Turnkey Basis Eligibility of Tenderer: a) The Tenderer shall have a minimum of Fifteen (15) years of Overall Experience in the role of contractor, sub-contractor or management contactor. b) The minimum specific experience of Tenderer from the client in similar to the proposed plant and services in at least 02 (Two) contracts of similar nature, complexity and methods/construction technology successfully completed within the last 10 (Ten) years with a value of at least USD 60(Sixty) million out of which each shall not be less than USD 20 (Twenty) million or one contract with a value at least USD 60(Sixty) million in USA / UK / Canada / Japan / South Korea / Australia/ New Zealand/ Middle East countries/ EU countries/CIS Countries. Documentary record of such experience shall be attached along with the un-priced technical offer. The contractor shall have the safety certificate from an internationally accredited organization in order to work in a running oil installation. c) The Tenderer shall submit the list of organization and contact details (telephone, fax, e-mail) of the end user duly signed in the official pad to whom the bidder has supplied similar Gas/Oil terminal Automation system for the last 10 (ten) years. similar nature means: The Terminal Automation System(TAS) will include a Central TAS consisting of Petroleum Storage Tank Autogauging in Minimum 3 (three) Terminals & at least one with railway Terminal where each terminal must serve minimum 50 (fifty) tank lorries / tankers daily. The received & delivery of Petroleum Products from each Terminal must be through Custody Meter. [Years counting backward from the date of publication of the IFT in the newspaper] d) The required average annual turnover shall be greater than USD 55 (Fifty-five) Million or equivalent over the best 05 (Five) years in the last 10 (Ten) years, years counting backward from the date of publication of IFT in the newspaper. Note that Average Annual Turnover shall be calculated as total certified payments received for contracts in progress or completed; or audited balance sheets or other financial statements acceptable to the purchaser shall be submitted by the tenderer to demonstrate annual turnover of the tenderer. e) The minimum amount of liquid assets or working capital or credit facilities of the Tenderer shall be USD 20 (Twenty) Million or equivalent.
