The Purpose Of This Information Request Is To Clarify Questions And Price Estimates Related To The Procurement Of The Renewal Of The Ride-Sharing System Of The City Of Oulu. The Goal Of The Request For Information Is To Obtain Comprehensive Information About The System So That A Possible Tender Can Be Carried Out In An Appropriate Manner. This Document Is Not A Procurement Announcement Or A Request For Tender, But A Detailed Market Survey In Accordance With Section 65 Of The Procurement Act (1397/2016), I.E. A Request For Information As Part Of The Procurement Preparation. The Procurement Unit Does Not Undertake To Carry Out The Procurement Of The Relay System. Decisions On Starting A Possible Procurement Process Are Made After A Market Survey. Background Information About 6,000-7,000 Journeys Are Relayed Per Month Through The Call-Controlled Service Traffic Relay System Of The City Of Oulu. The Agency Is Open Six Days A Week. At The Time The Information Request Is Prepared, The City Of Oulu Provides Transport Forwarding As Its Own Service. Needs The Forwarding System Should Include The Following Features / Functionality: - The Services Should Basically Be Operated On Servers Located In Finland. - The System, User Support And Documentation In Finnish. - Browser-Based User Interfaces Without The Need To Install Third-Party Components. - The System Must Be Able To Provide Stop-To-Stop As Well As Door-To-Door Service.- The System Must Provide Real-Time Connection And Forwarding Service.- The System Must Be Able To Perform Routing Automatically Without User Intervention And Assist The Users Decision-Making.- The System Must Be Able To Support Fully Accessible Traffic And Take Take Into Account, For Example, The Customers Need To Travel In A Wheelchair Or The Customers Possible Assistive Device Or Similar Special Need.- The System Must Calculate All Routes Along The Road Network.- The System Must Be Able To Receive Trips From An External System (E.G. Vpl And Shl Passengers) And Provide An Interface For Placing Orders.- The System Must Have Tools For Maintaining Service Descriptions, Including Stops, Areas And Routes.- The System Must Include An Accessible Passenger Application.- The System Must Support Different Service Parameter Settings For Different Trip Types, But Also Customer-Specific If Necessary. I.E. It Must Be Possible To Define Different Travel And Combination Restrictions For Certain Customers Or Customer Groups.-Reliable Processing Of Personal Data-The System Takes Into Account The Accessibility Requirements Of The Legislation (E.G. The Program Is Available To The Customer Regardless Of Disability Or Illness).Smart And Flexible Fleet Management Strategies Based On E.G. Minimization - Efficiency Of Customer Service (Minimization Of Waiting Time) - To Predetermined Service Areas And Stops - Consideration Of Transport Capacities And Special Requirements (Wheelchair, Rollator, Other Assistive Device, Low-Floor Cars, Etc.) - Real-Time Eta Calculation And Its Use In Car Selection And Combination. - Transport-Related Data Storage And Processing - Management Of Fleet And Transport Contracts. Driver Application: - The Driver Receives Transport Orders And Sees Their Exact Information (Passengers Name, Pick-Up Address, Destination Address, Desired Time, Possible Aids). - The Driver Reports On The Progress Of The Working Day - The Driver Can Receive Messages - The Driver Can Navigate To The Desired Destination Using Google Maps - The Driver Can Place Orders For His Own Car (An Additional Feature To Be Agreed Upon Separately) - Data On The Cars Movements Is Monitored And Collected - The Possibility To Also Integrate Third-Party Vehicle Applications, If Necessary, Or It Can Communicate With Vehicle Applications Via Sub-Centers. Driving Monitoring: - With The Driving Monitoring Application, Service Advisors Can Monitor The Status Of The Transports In Real Time. The Application Must, Among Other Things, - Show The Status Of Orders, Routes And Vehicles And Other Details - Include Service Advisor And Route Planner Tools To Manage Routing And Car Selection - Enable Fleet Tracking On A Map - Show Car Information And Booking Status - Enable Sending Messages To Individual Cars Or Groups Of Cars - Enable According To The Need For Filtering Order And Route Information Researching Transport Afterwards: - Researching Car-Specific Locations And Events - Driving Routes Of Routes - Acknowledging Stops - Researching Order Or Route-Specific Information And Events - Exact Information And Locations Of Orders And Routes On The Map As Well As Planned Route Car Locations And Acknowledgments Of Orders And During Routes-Orders And Route Actions And Actions Performed By The User-Vehicle Data Change History And Information About The Authors Of Changes-Car-Specific Event Reports And Summary Reports Of Events In The Selected Time Period-Order-Specific Event Reports Vehicle Data Maintenance:-Vehicle Data Maintenance-Operator Data Maintenance-Driver Data Maintenance-System User Data Maintenance Service Line Planning:-Service Line Schedule Planning , Including;-Planning And Schedules Of Stops And Areas-Maintenance Of Car Information-Determining The Period Of Validity-Determining Exception Days And Frequency-Archiving Lines And Schedules Out Of Use Order Transfer System:-Call-Driven Service Traffic Overall Management System-Order Center Order System-Customer Profile Management System-Ordering Transport Also With A Mobile Application Available For Android And Ios -Operating Systems-The Customer Has The Opportunity To See The Arrival Time Of The Car Using The Mobile Application. What Is Your Readiness And Schedule Estimate To Deliver The Mediation System Described Above? 12. Describe Your Companys Experience In Producing The System In Question.
