4.1. The Subject Of The Order Is The Preparation Of A Design And Obtaining The Necessary Decisions, Opinions And Permits, Including A Decision On A Building Permit Or Notification Of The Intention To Perform Construction Works (If Required) And The Performance Of Construction Works For The Comprehensive Thermal Modernization Of The Building Of The Kindergarten Department In Łagiewniki Commune. The Order Includes: 1) Development Of A Multi-Discipline Construction And Thermal Modernization Engineering Project, 2) Obtaining The Required Opinions, Arrangements And Verification Of Design Solutions To The Extent Specified In The Regulations, 3) Development Of The Buildings Energy Performance For The Building After The Completion Of Construction Works, 4) If It Turns Out To Be It Is Necessary To Obtain The Necessary Derogations From Applicable Regulations, Including The Preparation Of Necessary Expertise And Opinions,5) Obtaining A Building Permit (Article 32 Of The Construction Law) Or Submitting An Appropriate Notification (Article 30 Of The Construction Law), If Required By Applicable Regulations,6 ) Carrying Out Authors Supervision. 7) Preparing Geodetic Marking Out And Post-Construction Geodetic Inventory. 8) Carrying Out Works Based On The Design Documentation Prepared In Accordance With The Ffu Constituting Annex No. 1A To Swz, Including In Particular: - Insulation Of The Ceiling Under The Unheated Attic Of The Building, - Insulation Of External Walls Building, Replacement Of External Doors In The Building, Construction Of Additional External Doors, Replacement Of External Windows On The Ground Floor Of The Building, Replacement Of Internal Lighting Using Energy-Saving Led Sources Along With Adapting The Installation To The Tn-S Standard, Modernization Of The Domestic Hot Water Installation. By Installing A New Accumulative, Highly Efficient And Energy-Saving Electric Water Heater To Supply Multiple Consumption Points. Modernization Of The Heat Source By Installing A New Heat Source - An Automatic Biomass-Fired Boiler And A New Boiler Room Technology. Installation Of A New Heating System With Parameters 40/30Oc With New Cables Running In Thermal Insulation, Installation Of New Steel Plate Radiators With Built-In Thermostatic Valves And Heads. Hydraulic Regulation Of The Entire Installation In Order To Adapt It To The Reduced Heat Demand. Detailed Conditions For The Implementation Of The Agreement And Its Scope, Including The Scope Of Design Work And Works, Are Specified In The Functional And Utility Program (Hereinafter Also Referred To As: Ffu) Together With Preliminary Bills Of Quantities - Annex No. 1 To The Swz, And Draft Agreement - Annex No. 2 To The Swz. In Each Case Of Using Standards, Technical Assessments, Technical Specifications And Technical Reference Systems Referred To In Art. 101 Section 1 Point 2 And Section 3 Of The Public Procurement Law, The Contractor Should Assume That Such A Reference Is Accompanied By The Words Or Equivalent. If References To Standards, European Technical Assessments, Approvals, Technical Specifications And Technical Reference Systems Are Used In The Pfu, The Ordering Party Allows Solutions Equivalent To Those Described. When Analyzing The Fup, The Contractor Should Assume That Each Reference Used In The Design Documentation Is Accompanied By The Word Or Equivalent. The Use Of A Label In The Fup Means That The Ordering Party Accepts All Labels Confirming That The Given Construction Works, Supplies Or Services Meet The Equivalent Requirements Of The Label Specified By The Ordering Party. In If The Contractor, For Reasons Beyond Its Control, Cannot Obtain The Label Specified By The Contracting Authority Or An Equivalent Label, The Contracting Authority, Within The Deadline Set By Itself, Accepts Other Appropriate Means Of Evidence, In Particular The Manufacturers Technical Documentation, Provided That The Contractor Proves That The Construction Works, The Deliveries Or Services To Be Performed By Him Meet The Requirements Of A Specific Label Or Specific Requirements Indicated By The Ordering Party. The Use In The Ffu Of The Requirement To Have A Certificate Issued By A Conformity Assessment Body Or A Test Report Carried Out By This Body As A Means Of Evidence Confirming Compliance With The Requirements Or Characteristics Specified In The Description Of The Subject Of The Contract, The Offer Evaluation Criteria Or The Terms Of Contract Execution Means That The Ordering Party Also Accepts Certificates Issued By Other Equivalent Conformity Assessment Bodies. The Ordering Party Also Accepts Other Appropriate Means Of Evidence, In Particular The Manufacturers Technical Documentation, In The Event That A Given Contractor Has Neither Access To Certificates Or Test Reports Nor The Possibility Of Obtaining Them In An Appropriate Time, Unless This Lack Of Access Cannot Be Attributed To A Given Contractor. , And Provided That A Given Contractor Proves That The Construction Works, Supplies Or Services Performed By Him Meet The Requirements Or Criteria Specified In The Description Of The Subject Of The Order, The Offer Evaluation Criteria Or The Requirements Related To The Implementation Of The Order. If The Description Of The Subject Of The Order Includes A Provision Resulting From The Knr Or Knnr Indicating The Need To Use Specific Equipment With Specific Parameters To Complete The Order. The Ordering Party Allows The Use Of Other Equipment As Long As It Ensures The Achievement Of The Assumed Design Parameters And Does Not Result In The Risk Of Non-Compliance Of The Work Performed With The Technical Documentation.
