Tenders are invited for Legal Consultant for Transmission Project in Odisha OPTCL wishes to construct a 345-circuit kilometer 400 kV D/c transmission line from Narendrapur Theruvali - Jeypore including the capacity expansion of the existing grid substation at Theruvali to 400kV under the tariff-based competitive bidding (TBCB) regime through private sector participation (Project). The Project has been approved by the Central Electricity Regulatory Commission, Government of India (CERC). IFC will be engaged by OPTCL to structure a sustainable and bankable project for the construction, operation, and maintenance of the Project to be done under Public Private Partnership mode. IFCs scope of work includes detailed technical, legal, E&S and regulatory due diligence and advise on a bankable transaction structure and bid process management. In this context, IFC is seeking the services of a specialized team of Legal Consultant that will assist IFC with legal structuring and due diligence as per the scope under TBCB guidelines, including but not limited to review of legal polices and contractual framework, identification of various approvals (regulatory or statutory) required, drafting of bid documents including Transmission Service Agreement (TSA), Share Purchase Agreement (SPA), drafting petitions including petition for adoption of tariff by OERC, identification of legal issues that may impact private sector participation, providing legal opinion, and support for evaluation of the proposals.
