The Tamil Nadu Health System Reform Program (TNHSRP) is a US$5.3 billion program supported with a US$287 million IBRD loan from the World Bank. TNHSRP focuses on critical institutional strengthening and state capacity building to improve quality of care, strengthen management of NCDs, and reduce inequities in reproductive and child health (RCH) in the state of Tamil Nadu. The Program has three results areas with a combination of both technical interventions specific to each result area and cross-cutting interventions that contribute to achieving results across the three result areas. Results Area #1: Improved Quality of Care: Recognizing that there is no single silver bullet in quality of care, the Program embraces a multipronged approach to quality improvement. It is built around the same key universal actions for improving quality of care as outlined in the Lancet Global Health Commission on High Quality Health Systems in the SDG Era. The Program addresses each pillar through various quality improvement interventions that are aligned with best global practices and with a focus on clinical processes rather than structural interventions. These include designing, implementing and using facility quality score cards to monitor quality of care using available data from facility-level existing registers, conducting monthly meetings to discuss quality of care at the facility levels, receiving certification from the National Quality Assurance Standards and National Accreditation Board for Hospitals and Healthcare, designing and implementing a Continuous Professional Development policy for the health workforce, embedding measurement of patient experience in routine information systems, and the like.
