The Contracting Authority Hereby Invites You To Submit A Request For Participation In Tendering Procedure No. T74340 For The Mid-Life Update Of Four (4)Beach Armored Recovery Vehicles (Barv). The Tender Includes A Maintenance Contract Of 10 Years With An Option Clause For Extension By 5 Years. The Tendering Procedure Will Be Conducted As A Negotiated Procedure With Notice Pursuant To The Dutch Defense And Security Procurement Act (Adv). All Qualifying Candidates Will Proceed To The Second Stage − The Negotiation Stage. During This Stage, You Have To Submit An Initial Negotiation Tender. You Can Subsequently Negotiate About It With The Contracting Authority. After Conclusion Of The Negotiation Stage, You May Revise Your Offer And Then Submit A Final Tender. The Contracting Authority The Contracting Authority Is The Materiel And It Command Of The Ministry Of Defense, The Netherlands. To Make This Possible The Barv Is The First And Last Vehicle To Enter Or Leave The Beach With The Lcu. Recovery Of Stranded Tracked And Wheeled Vehicles. Securing The Beach Landing Site As An Armed Command Post. The Barv Will Also Be Used For Training, In Preparation For Deployment And During The Actual Deployment Of The Armed Forces. These Vehicles Are Based On A Leopard 1 Chassis Which Require Various Updates, The Updates Will Be Made To: The Chassis, Drivetrain And Brakes; The Top Hull And Cabin; Indirect Vision Devices: Front Camera, Rear Camera And Side View; Electrical Systems: Auxiliary Power, Batteries And Cabin Electrical Connectors; Lighting: Blackout Lights, Infrared Lights, Marine Navigation Lights And Convoy Signals; Command, Control, Communication, Computer And Information Systems. The Main Objective Of The Updates Is To Make The Barv Safe To Use And Operationally Deployable For The Coming Years. The Development And The Implementation Process, Both Carried Out By The Supplier, Are Part Of The Scope. The Mid-Life Update Of The Four Vehicles Is Carried Out By A Purchase And Supply Agreement. The Scope Of This Contract Also Includes Maintenance Resources Regarding Documentation, Spare Parts And Tools, Update Of Training Material And The Supply Of Maintenance Modules. The Maintenance Activities Will Be: Preventive Maintenance, Corrective Maintenance And Modification Maintenance. The Maintenance Agreement Is Executed Through A 10-Year Framework Agreement With The Option To Extend For Five Years. The Maximum Value Of The Maintenance Agreement Depends On The Amount Charged By Tenderers Or On The Exact Requirement From The Contracting Authority; For This Reason, The Value Has Not Been Included In The Tender Documents. No Rights Can Be Derived From The Estimate Of The Scope Of The Contract. The Contracting Authority Has Pledged To Be As Accurate As Possible In Its Estimate Of The Scope Of The Contract, But The Actual Quantity Purchased Cannot Be Guaranteed.
