Brief Description Of Assignment: Bcic Has Planned On Setting Up A New Chemical Complex Having Chlor-Alkali &Chlorine Related Basic Chemicals With Polyvinyl Chloride (Pvc), Chlorinated Paraffin Wax (Cpw), Activated Bleaching Earth (Abe), Sbp And Safe/ Efficient Management Of Chlorine At Ccc Premises, Barabkund, Sitakund, Chattogram, Bangladesh.To Ensure The Performance Of The Above Mentioned Activities, Bcic Would Like To Appoint An Internationally Reputed And Experienced Consulting Firm. ConsultantS Responsibilities/ Assignment Includes, But Not Limited To, The Following: A. To Make A Feasibility Study On Setting Up A New Chemical Complex Having Chlor-Alkali &Chlorine Related Basic Chemicals With Pvc, Cpw, Abe, Sbpand Safe/ Efficient Management Of Chlorine At Ccc Premises, Barabkund, Sitakund, Chattogram, Bangladeshwith Incorporating Uninterrupted Water Sources And All Other Utilities, Auxiliaries And Offsite Requirement At The Complex. A.1) To Determine The Availability Of Land Within Ccc Boundary Limit Without Hampering The Existing Production Line And All Its Auxiliary Facilities. Plot Planand Lay-Out Need To Be Submitted. A.2) To Determine The Size Of A New Chemical Complex Having Chlor-Alkali &Chlorine Related Basic Chemicals Including Pvc, Cpw, Abe, Sbp And Safe/ Efficient Management Of Chlorine At Ccc Premises, Barabkund, Sitakund, Chattogram, Bangladesh With Incorporating Uninterrupted Water Sources And All Other Utilities, Auxiliaries And Offsite Requirement At The Complex. A.3) To Study The Environmental Impact Assessment (Eia) And To Suggest Its Environmental Management Procedures (Emp) Providing Rehabilitation Action Program (Rap) Through Adjusting By Incorporating And Also Not Incorporating All Dozing/ Filtration System Considering The Effluent Volume/ Quantity Irrespective Of Solid, Liquid, Gaseous Pollutants/ Exhaust Abiding Doe Rules And Regulations Of Bangladesh. A.4) To Evaluate All Utilities, Auxiliaries And Offsite Requirement By The Complex Included But Not Limited To: Water Intake & Source (Underground Water, Rain Water, Hilly Water & Sea Water), Water Treatment System, Demineralized Water System, Cooling Water System, Steam And Power Generation System, Instrument And Plant Air System, Distribution System For Water, Steam And Power; Raw Material Storage, Loading And Unloading Infrastructure Facilities Of Existing Product Dispatch System (Track/Rail), Fire-Fighting Facility And Any Other Offsite Facilities Required For Normal Operation Of The Plant Safely. A.5) To Evaluate The Economic Viability Of Proposed Project Considering Availability Of Raw Materials, Distribution Of Finished And Intermediary Products And Health, Safety And Environment (Hse) Issue. Experience, Resources And Delivery Capacity Required: 16.1 Background Of Firm(S) With Detailed Brochure To Be Submitted Along With Authentic Document (Registration Certificate, Registered Address, Valid Iso Certificate) And Proof Of Each And Every Credit Criteria (Any Statement Without Such Evidencing Documents Shall Be Of No Use) Mentioning Their Facilities And Areas Of Expertise. 16.2 Minimum 05 (Five) Years Experience In Preparation Of Feasibility Study Report And Related Documentation Of Chlor-Alkali Production Plant With Minimum Production Capacity 120 Mtd & Chlorine Related Basic Chemicals With Pvc, Cpw,Abe And Sbp. 16.3 Having Experience As Consulting Firm For Preparing Feasibility Report Of At Least 2 (Two) Chemical Projects Where At Least 1 (One) Each Of Chlor-Alkali Production Plant With Minimum Production Capacity 120 Mtd & Chlorine Related Basic Chemicals With Pvc, Cpw, Abe And Sbp In Last 05 (Five) Years Counting Backward From The Date Of Publication Of Eoi Notice. 16.4 Overseas Experience As Consulting Firm Of Minimum 2 (Two) Chemical Complex Where At Least 1 (One) Each Of Chlor-Alkali Production Plant With Minimum Production Capacity 120 Mtd & Chlorine Related Basic Chemicals With Pvc, Cpw, Abe And Sbpin Last 05 (Five) Years Counting Backward From The Date Of Publication Of Eoi Notice. Resources And Delivery Capacity Required 16.5 16.1 Availability Of Appropriate Experienced And Professionally Qualified Persons/ Experts Among The Staff And Resources To Carry Out The Assignment (Signed Cv Of Each Expert Must Be Submitted). 16.6 Having Average Annual Financial Turnover Of Usd 0.5 (Half) Million For The Last 3 (Three) Years Counting Backward From The Date Of Publication Of Eoi Notice. 16.7 List Of The Experts (Worked With Chlor-Alkali Production Plant With Minimum Production Capacity 120 Mtd & Chlorine Related Basic Chemicalswith Pvc, Cpw, Abe And Sbpplant) And Staff With Qualification. 16.8 As Such Reputed International Firms Are Hereby Invited To Submit Proposals Completing As Per Following Prescribed Eoi Format. 16.8.1 Background Of Firm(S) With Detailed Brochure To Be Submitted Along With Authentic Document And Proof Of Each And Every Credit Criteria (Any Statement Without Such Evidencing Documents Will Be Of No Use) Mentioning Their Facilities And Areas Of Expertise.
