Tenders Are Invited For Organizing And Conducting An Educational Cruise

1. The Subject Of The Order Is To Organize And Conduct A 7-Day Educational Long-Distance Cruise For A Maximum Of 40 People, As Part Of The Project Talented From Pomerania - Regional Support Co-Financed By The European Union Under The European Funds For Pomerania 2021-2027 Program.2. A Detailed Description Of The Subject Of The Order Is Specified In Annex No. 1 To The Swz And In The Contract Template, Which Constitutes Annex No. 2 To The Swz.3. The Ordering Party Does Not Reserve The Right To Apply For The Order Only By Contractors Referred To In Art. 94 Of The Pzp.4 Act. Subcontracting:1) The Contractor May Entrust The Performance Of Part Of The Order To A Subcontractor(S); In Connection With The Execution Of The Order, The Ordering Party Does Not Reserve The Obligation To Personally Perform Key Tasks Of The Order, 2) The Ordering Party Requires That In The Event Of Entrusting Part Of The Order To Subcontractors, The Contractor Should Indicate In The Offer The Parts Of The Order Whose Performance He Intends To Entrust To Subcontractors And Provide (If They Are Already Known) The Names Of These Subcontractors, Entrusting The Performance Of Part Of The Order To Subcontractors Does Not Release The Contractor From Responsibility For The Proper Performance Of The Order,3) The Contractor May Change Subcontractors During The Term Of The Agreement To The Extent Indicated In The Offer - Such A Change May Not Affect The Implementation Of The Agreement,4) If The Change Or Resignation From A Subcontractor Applies To The Entity Whose Resources The Contractor Relied On In Accordance With Art. 118 Section 1 Of The Ppl, In Order To Demonstrate Compliance With The Conditions For Participation In The Procedure, The Contractor Is Obliged To Demonstrate To The Ordering Party That The Proposed Other Subcontractor Or The Contractor On Its Own Meets Them To An Extent No Less Than The Subcontractor Whose Resources It Referred To During The Contract Award Procedure, 5) In The Absence Of Payments To Subcontractors. The Ordering Party Reserves The Right To Withhold Payment To The Contractor Until He Settles His Financial Obligations.5. The Ordering Party Does Not Allow The Possibility Of Submitting A Variant Offer Referred To In Art. 92 Of The Public Procurement Law, I.E. An Offer Providing For A Different Method Of Contract Performance Than That Specified In This Swz.6. The Ordering Party Does Not Envisage Concluding A Framework Agreement And Establishing A Dynamic Purchasing System And Does Not Envisage Selecting The Most Advantageous Offer Using An Electronic Auction. 7. The Ordering Party Does Not Envisage Awarding Orders Pursuant To Art. 214 Section 1 Point 7 Of The Public Procurement Law 8. The Ordering Party Does Not Allow Submitting An Offer In The Form Of Electronic Catalogs Or Attaching Electronic Catalogs To The Offer In The Situation Specified In Art. 93 Of The Pzp.9 Act. The Ordering Party Does Not Provide For Settlement In Foreign Currencies. The Order Is Settled In Pln.10. The Ordering Party Does Not Provide For Reimbursement Of The Costs Of Participation In The Procedure. 11. The Ordering Party Does Not Provide For Advance Payments For The Execution Of The Order.12. The Ordering Party Does Not Require The Contractor To Take Part In An On-Site Visit/Check The Documents Necessary To Complete The Order.13. Due To The Nature Of The Order, The Ordering Party Does Not Require The Contractor Or Subcontractor To Employ, On The Basis Of An Employment Relationship, Persons Performing Activities During The Execution Of The Order Referred To In Art. 95 Of The Act Pzp.18. The Ordering Party Does Not Allow The Possibility Of Submitting Partial Offers (The Order Was Not Divided Into Parts). The Subject Of The Order Includes Organizing And Conducting A 7-Day Educational Long-Sea Cruise For A Maximum Of 40 People, As Part Of The Project Talented From Pomerania - Regional Support Co-Financed By The European Union As Part Of The European Funds For Pomerania 2021-2027 Program, Implemented By The Department Of Education And Sports Of The Marshals Office Of The Pomeranian Voivodeship. The Ordering Party Does Not Envisage Dividing This Order Into Parts, Because Its Size And Value Do Not Constitute An Access Barrier To The Order For Small And Medium-Sized Enterprises And Due To The Specification Of The Service, It Is Not Justified. The Order In Question Is A One-Off Contract. Moreover, A Possible Division Of The Order Into Parts Would Result In Excessive Costs Of Contract Execution And The Generation Of Excessive Technical And Organizational Difficulties, E.G. Related To The Need To Coordinate The Activities Of Various Contractors Implementing Individual Parts Of The Order.
