Expression of Interest For Site Supervision Visit (Ssv) Independent Environmental And Social Consultant (Iesc)

Expression of Interest are invited for Site Supervision Visit (SSV) Independent Environmental and Social Consultant (IESC) 1. An IESC will be contracted by IFC () to provide independent E&S compliance monitoring (ESCM) services to IFC and EBRD. The IESC will be tasked in supporting IFC understand key environmental; social; and health and safety risks and impacts associated with the entire Project via conducting a desk review to address the tasks listed in section 4 of this Terms of Reference (TOR) and collecting information in the field; carrying out site visits to Projects locations; interviews with affected communities and stakeholders (as needed) and Projects staff including contractors and conducting surveys as required.2. The main objective of the ESCM is to review the extent to which the Project complies with the Applicable Standards; the E&S Action Plan (ESAP) agreed as part of the financing by IFC; and during supervision throughout the duration of the loan; any additional E&S requirements to be included in the financing documentation signed between IFC and the Company/Sponsor at financial close. 3. Additionally; the IESC will be requested to review the extent to which the Company complies with the requirements of the EBRD ESAP.4. The IESC will also identify unanticipated environmental and social impacts and issues arising during Project implementation. Based on its assessment; and as deemed necessary; the IESC will recommend actions to improve E&S performance. 5. The IESC will evaluate the technical adequacy of the Companys ESAP deliverables and present conclusions; corrective actions and recommendations associated with identified deficiencies.6. Should IFC identify the need to include any additional activity in the scope of the ESCM; an amendment to these ToRs and corresponding contract will be negotiated by IFC; the IESC and the Company. 7. The IESC would be invited to comment on the fulfillment of the TOR and efficiency in the rendering of these services.8. The IESC must confirm that it has no conflict of interest with IFC; Project companies; operators or other entities involved in the Project.
