Expression of Interest are invited for Consultancy Service: Optimization and Modernization of the Battambang, Pursat and Mondul Kiri Water Utilities The main objective of this assignment is to obtain high quality support for modernization and optimization of the operational performance of the water supply utilities in Battambang, Pursat and Mondul Kiri. The consultant must support the utilities to improve the short and long-term operational efficiency, service levels to customers and financial sustainability of the utilities through the following elements: Development of a masterplan (please see attachment No. 1 in the TOR); Improvement of organizational structure and processes; Set up an asset management system and processes; Improve water treatment operations (operational plan WTP, production process optimization, water quality monitoring); Review the transmission network design (business continuity, resilient design practices, hydraulic modelling, Systems Control and Data Acquisition (SCADA). Please see attachment No. 1 in the TOR; Develop clear distribution network management (DMA design, water balance practices); Customer orientation (service level agreement, improve operational efficiency in billing and collection, customer feedback processes installed).
