Expression of Interest are invited for Implementation of a Read@Home Intervention in Eswatini. Description: Support the Eswatini Ministry of Education to address critical gaps in early learning and developmental support in the home environment, the World Bank has mobilized financing from the Early Learning Partnership (ELP) Trust Fund to develop, pilot and evaluate a Read@Home intervention in Eswatini. This will support the MoET in identifying low-cost scalable demand-side interventions. The Read@Home intervention aims to improve the learning and developmental support children receive in the home environment, with a particular focus on enhancing early literacy and numeracy skills in the early years (0-5 years), especially for children not yet attending formal ECCDE programs. This will be achieved through the following specific objectives: To support the Eswatini Ministry of Education to address critical gaps in early learning and developmental support in the home environment, the World Bank has mobilized financing from the Early Learning Partnership (ELP) Trust Fund to develop, pilot and evaluate a Read@Home intervention in Eswatini. This will support the MoET in identifying low-cost scalable demand-side interventions. The Read@Home intervention aims to improve the learning and developmental support children receive in the home environment, with a particular focus on enhancing early literacy and numeracy skills in the early years (0-5 years), especially for children not yet attending formal ECCDE programs. This will be achieved through the following specific objectives: · Develop a curated package of high-quality reading materials for young children (0-5) and a package of supportive resources and activities for parents and caregivers for use at home, drawing from existing resources, including open-source material. · Pilot the Read@Home Intervention in targeted communities by delivering the curated package and providing training to parents and caregivers. · Conduct a process and effectiveness evaluation to assess the impact of the intervention and inform scale-up plans with the MoET. To support the implementation of the envisioned initiative, the World Bank seeks to engage a firm/organization to work closely with the MoET and the World Bank Eswatini Education team to implement the Read@Home Intervention in targeted communities in Eswatini. The firm/organization selected to implement the Read@Home Intervention will be responsible for carrying out the following indicativeactivities: Phase 1: Developing an implementation plan and under taking a baseline assessment: This phase will focus on selecting the target communities that will benefit from the Read@Home interventions. The intervention will focus on a sub-set of communities that are expected to benefit from the main education project. Furthermore, once the communities are selected, the firm will design a baseline assessment tool, conduct a rapid baseline assessment. Based on the collected information, the consultant will prepare an implementation plan, along with the baseline report. The firm will also provide a plan for the procurement of the Read@home books, including an analysis of the most cost efficient method. Phase2: Delivery of books and capacity building of caregivers: This phase includes the procurement and distribution of the curated package of Read@Home books and related materials to 500 families(approximately 750 children) in the targeted communities, conducting capacity building training for parents and caregivers on using the Read@Home materials to promote early literacy and numeracy skills in their children (0-5 years),and capacity building training for ECCDE center caregivers on incorporating Read@Home activities into their programs. The curated list of books will be provided by the MoET. The package that will be delivered to a given household is expected into include at least 12 books from the curated list, preferably delivered in multiple rounds. Phase3: Engage with parents and caregivers through at least six touchpoint sessions (one per month) to provide ongoing support and monitor progress. Conduct monitoring of the group sessions for participating families and ECCDE centers to assess the implementation of the Read@Home intervention.
