Technical Advisory Services for the Greening of Digital Infrastructure in Mozambique and Madagascar The Digital Development (DD) Global Practice of the World Bank helps design and deliver ICT-enabled solutions to a diverse range of clients around the world. The DD team supports clients through (i) advisory assistance to establish policy and regulatory environments that allow the widespread use of technology; and (ii) investment project financing for building digital infrastructure and digital transformation solutions to connect the unconnected and enable shared digital government platforms. As part of its Digital and Climate Focus Area; the DD Global Practice works with countries and global partners to promote a green digital transformation; by providing countries with tailored support to address challenges and harness opportunities at the nexus of digital technologies and climate change.The general objective of the assignment is to support the World Bank; the Government of Mozambique and the Government of Madagascar to facilitate the use of green energy solutions for digital connectivity and services; as well as supporting the development of an enabling environment for the use of renewable energy to improve digital connectivity and inclusion in Mozambique and Madagascar. In Mozambique and Madagascar; DD is financing two ongoing projects supporting greater adoption of next generation; climate-resilient and energy-efficient digital technologies; while promoting digital inclusion for underserved communities. The Mozambique Digital Acceleration Project (MDAP) aims to increase digital adoption and inclusion and to support accelerated digital transformation. The Digital and Energy Connectivity for Inclusion in Madagascar (DECIM) aims to expand access to renewable energy and digital services. Both projects place a strong emphasis on climate change adaptation and mitigation. For digital infrastructure; this means ensuring (i) requirements for renewable energy solutions to power the digital infrastructure; and identification of opportunities for co-deployment of green energy solutions to power local communities simultaneously; (ii) compliance with Green ICT Standards and infrastructure robustness requirements to reduce GHG emissions and increase resilience to climate shocks. The DD Task Team has secured additional funding from the Korea Green Growth Trust Fund (KGGTF) to support the implementation of these requirements in the contexts of Mozambique and Madagascar. The Task Team is therefore seeking to hire a consultancy firm to support the production of technical; regulatory and policy guidelines to benefit both the World Banks technical teams and the Governments of Mozambique and Madagascar implementing the MDAP and DECIM projects.The specific objectives are as follows:1. - Identify good international practices for renewable energy solutions applied to digital connectivity2. - Recommend technical guidelines; standards and specifications in the context of Mozambique and Madagascar for deploying energy-efficient and climate-resilient digital infrastructure3. - Outline actionable green digital policy; legal and regulatory frameworks to support green digital transformation in Mozambique and MadagascarT The Consultant will carry out a series of research assessments and produce technical guidelines and strategic policy and regulatory support to inform green digital transformation in Mozambique and Madagascar. While technical guidelines and strategic support should be anchored in the two countries local context and policy environment; the research assessments are expected to be relevant for other governments and partners in low and middle-income countries.
