Expression of Interest are invited for Flood Risk Assessment and Developing Management Plan Recommendations for the Commuter Rail System The specific objectives of this consulting service are as follows: a) Through the development of a flood risk assessment for the existing and planned commuter rail system/network and corridor, and for selected neighborhoods adjoining railway station areas of NMA, provide a baseline of evidence and data at an appropriate resolution, accuracy and extent that supports risk-based decision making and planning for the commuter rail system. b) To develop recommendations for a high-resolution flood risk management plan for the commuter rail system of NMA including selected neighborhoods adjoining commuter stations. These recommendations will identify, and prioritize, based on a sound analysis, soft and hard measures for reducing flood risks and to enhance the resilience of the commuter rail system and of selected neighborhoods adjoining commuter stations. c) To review land use plans that relate to three railway station areas (to be guided by the client), incorporating the flood assessment results and prioritized measures (objective a and b) and develop draft guidelines that will be used to enhance transit-oriented development centered land use plans for other commuter stations areas with a DRM-informed lens. This work will be used to inform both the feasibility and preliminary and detailed design studies of the planned commuter rail tracks and stations, and to support the identification and prioritization of structural and non-structural investments to enhance resilience of the commuter rail system of NMA and selected commuter station areas.
