The City Of Turku Is Preparing A Tender For The Organization Of Housing Counseling Services For The Years 2024-2027. An Open Procedure Is Used As The Procurement Procedure. It Is About The Procurement Of Services In Accordance With The E-Appendix Under The Procurement Act. The Contract Period Begins On January 1, 2024. The Act On Support For Housing Advice To Municipalities In 2023-2027 Entered Into Force At The Beginning Of 2023. The Purpose Of The Law Is To Encourage Municipalities To Improve The Availability Of Housing Advice For All Their Residents, Regardless Of The Basis Of Ownership Of The Apartment. According To The Housing Finance And Development Center Ara, Housing Counseling Refers To Work That Aims To Secure Housing By Preventing And Solving Housing Problems And Providing Guidance In Housing-Related Matters. Housing Counseling Has Been Found To Be A Successful Preventive Service, E.G. In Reducing Rent Debts, Housing Disturbances And Evictions, And Securing The Continuation Of Housing. Housing Counseling Is A Cost-Effective Service That Brings Savings To Municipalities, Rental Housing Companies, And The State, And Helps Residents Before Problems Escalate. Ara Also Sees The Housing Advisory Service As A Significant Contributor To The Residents Housing Security And Living Comfort. Housing Counseling Is One Of The Measures Included In The Government Program To Halve And Eliminate Homelessness. The City Of Turku Is Committed To The National Goal Of Halving Homelessness And To Support It, Created Its Own Homelessness Program In 2019. Housing Counseling Was One Of The Measures Included In The Program. The Temporary Law Is Valid From 2023 To 2027, And With It, Municipalities Are Encouraged To Expand And Develop Housing Counseling Services So That Counseling Is Available Regardless Of Whether The Resident Who Needs Help Owns An Apartment, Rents An Apartment, Or Has An Apartment Based On Another Form Of Ownership. The Goal Is To Prevent Housing Problems And Homelessness By Improving The Availability Of Housing Advice Regardless Of The Type Of Housing. The Housing Counseling Service Must Be Free Of Charge For Customers. The Content Of Housing Counseling Can Consist Of: 1) Financial Counseling Related To Housing; 2) Counseling Related To Living Disorders; 3) Counseling Related To Apartment Maintenance; 4) Counseling Related To Securing Housing Other Than That Referred To In Paragraphs 1 3; And 6) Planning And Other Development Of Housing Advice.
