Environmental Services - 81303475-Preparation Of The National Adaptation Plan For The Libyan Government. To Fulfil The Objective Of This Tender, There Are Five Workpackages That Range From Planification Of A Multi-Stakeholder Process To The Development And Elaboration Of National And Sectoral Adaptation Plans And Strategies. In The Workpackage 1, The Contractor Needs To Set The Framework For The Entire Process And Understand That It Is Not Just About Formulating A Document, But A Participatory Multistakeholder Process That Includes Capacity Building, Coordination, Dialogue, Approval And Monitoring Processes, Where The Capacitated Partner Institutions Contribute Substantially To The Content Of The National Adaptation Plan. Within The Workpackage 2, The Contractor Needs To Design And Realize Participative Processes For The Elaboration Of Climate Risk Analysis In The National Context And For The 3 Sectors Water, Agriculture And Electricity. The Contractor Also Will Be Responsible For Methodological Inputs, And The Analysis And Compilation Of All The Collected Data And Information During The Processes, As Well As Ensuring The Quality Of The Assessment Report Based On International Standards. After The Climate Risk Assessments, The Contractor Coordinates The Participative Process Of The National And Sectoral Adaptation Plans And The Identification, Selection And Prioritization Of Adaptation Options And Their Nexus With The Relevant Stakeholders And Governance Structures (Workpackage 3). The Contractor Will Provide All Necessary Information (E.G., Methodology, Background Data) To The Partners To Conduct The Planning Successfully. The Contractor Is Responsible For Backstopping And Handholding The Collection, Analysis And Compilation Of Data And Relevant Information, As Well As Ensuring The Quality Of The Adaptation Plans Based On International Standards. Within The Services To Provide, There Is Another Workpackage (N°4) Which Pretends The Support Of A Local Non-Governmental Organization. It Is Expected That The Contractor Advises, Coach And Handhold A Local Ngo In Its Work With Municipalities In Climate Change Adaptation Matters. The Work Should Be Completed With The Review And Consolidation Of The Nap. This Means To Support The Ministry Of Environment In Its Coordination Of The Multistakeholder Process For The Review And Interministerial Dialogue To Convert The Drafted Adaptation Plans Into Approved Documents, Ready For Its Submission To The Unfccc. Very Important Criteria For This Service Will Be The Participative Multi-Stakeholder Approach At The Different Governmental And Sectoral Levels. Other Criteria For The Success Of This Process Will Be The Work On The Nexus Between Energy, Food Security, Water, Agriculture And Climate Change.
