Work Detail

1. The Subject Of The Order Is The Provision Of A Service Consisting In Organizing And Administering The Seasonal Paid Parking Zone (Sspp) And Paid City Parking Lots (Pp) In The City Of Gi ycko Between April And September 2024. Whenever The Swz Mentions The Paid Parking Zone Or Seasonal Paid Parking Zone Should Be Interpreted Directly In Relation To The Act On Public Roads (Consolidated Text Of 2023, Item 645, As Amended). The Order Will Be Implemented Based On The Resolution Of The City Council In Gi ycko No. The Method Of Collecting Them, (Amended By The Resolution Of The City Council In Gi ycko No. Lx/35/2022 Of March 30, 2022 And The Resolution Of The City Council In Gi ycko No. Lxxx/23/2023 Of March 1, 2023), And The Ordinance Of The Mayor Of The City No. 587/ 2021 Of April 9, 2021 (Amended By Order No. 1141/2023) Defining The Area And Rules Of Operation Of Paid City Parking Lots (Pp) In Gi ycko. There Are 450 Parking Spaces Included In The Sspp In Gi ycko And Approximately 500 In The Pp. The Basic Duties Of The Contractor Will Include: - Development And Approval Of Temporary Road Traffic Organization Projects In Connection With The Operation Of The Sspp And Pp, - Supplementing The Horizontal Markings Before May 1, 2024 In Accordance With With The Agreed And Approved Temporary Traffic Organization Designs, - Maintaining Horizontal And Vertical Markings During The Months Of Operation Of Sspp And Pp, - Equipment And Installation Before April 30, 2024, At The Contractors Expense, Of No Less Than 26 Pieces Of Devices - Parking Meters. All With The Option Of Paying By Cash, Payment Card And Blik. The Contractor Will Conclude An Agreement And Cover The Cost Of The Settlement Agents Commission For Non-Cash Transactions. Parking Meters Are The Property Of The Contractor Throughout The Duration Of The Order And After Its Completion, - Launching The Sspp And Pp Service Office (Bo Sspp And Pp) Located At Ul. Warszawska 7 In Gi ycko In The Premises Provided By The Ordering Party By April 8, 2024. The Premises Will Be Made Available To The Contractor After Concluding A Separate Loan Agreement Between The Ordering Party And The Contractor, - Equipping The Sspp And Pp Service Office With The Necessary Electronic Equipment And Software For Maintaining A Database Regarding Records Registered Offenses And Payments Made, As Well As Additional Lists From The Register Of Parking Subscriptions, As Well As Revenues From Parking Meters, - Employment Of Sspp And Pp Service Office Employees And Controllers To Control Sspp And Pp - Creation Of A Website With Necessary Information For Drivers Using Sspp And Pp, - Collection Of Additional Fees For Failure To Pay The Parking Fee Or Exceeding The Paid Parking Time, - Collection Of Fees (Mobile Payments And Payments Made In Cash, Payment Card And Blik) For Parking In Sspp And Pp Using Parking Meters In Accordance With Applicable Fee Rates, - Sale Of All Types Of Subscription Cards Stationary At The Sspp Office And Remotely, Without The Need To Visit The Sspp Office, - Transferring The Proceeds Collected By The Contractor To The Ordering Partys Account, - Preparing Photographic Documentation Confirming The Date And Place Of Parking, - Writing Out (Printing Using A Dedicated Mobile Device) Notices ( Calls) About The Obligation To Pay An Additional Fee For Unpaid Parking Or Exceeded Parking Time, - Technical Supervision And Comprehensive Service Guaranteeing Constant Operational Readiness Of Devices, Including, Among Others, Repairs And Replacements Of All Devices, In Particular Parking Meters Or Their Parts, - Implementation And Operation Of The Settlement System Parking Time In Sspp And Pp Using The Mobile Application, - Equipment And Installation Of The System For Available Parking Spaces.2. The Subject Of The Order Is Described In Detail In Annex No. 7 To The Swz Detailed Description Of The Subject Of The Order (Sopz).3. The Ordering Party, Pursuant To Art. 95 Of The Public Procurement Law, Requires The Contractor Or Subcontractor To Employ, Under An Employment Relationship, Persons Performing Activities Related To The Execution Of The Order, The Performance Of Which Consists In Performing Work In The Manner Specified In Art. 22 1 Of The Act Of June 26, 1974, Labor Code (Consolidated Text: Journal Of Laws Of 2023, Item 1465, As Amended). The Above Requirement Of Employment Under An Employment Relationship Applies To Persons Performing Activities Covered By The Subject Of The Contract In The Field Of Organizing Sspp. And Pp And Running A Customer Service Office. The Ordering Party Does Not Require Employment On The Basis Of An Employment Relationship Of Persons Performing Activities Related To The Control Of Payment Of Fees And Servicing Of Devices.4. From The Moment Of Commencing Activities Related To Running The Sspp And Pp Service Office, The Contractor Is Obliged To Present A List Of People Along With A Statement Confirming Their Employment Under An Employment Contract, And, At The Request Of The Ordering Party, Evidence Indicating Their Employment Under An Employment Contract. After Concluding The Contract, The Contractor Is Also Obliged, At Each Request Of The Ordering Party, To Submit A List Of Persons Along With A Statement Confirming Their Employment Under An Employment Contract And That They Are Not In Arrears With The Payment Of Remuneration As At The Date Of Submitting The Statement. At Each Stage Of The Implementation Of The Subject Of The Contract, The Ordering Party Has The Right To Demand That The Contractor Prove That People Are Employed Under An Employment Contract. 5. In Case Of Justified Doubts As To Compliance With Labor Law By The Contractor Or Subcontractor, The Ordering Party May Request An Inspection By The National Labor Inspectorate. 6. Detailed Requirements Regarding The Implementation And Enforcement Of The Employment Requirement Based On An Employment Relationship Are Specified In The Draft Provisions Of The Contract, Constituting Annex No. 6 To Swz.7. The Offered Services Must Meet The Requirements Of The Ordering Party, Described In The Sopz (Detailed Description Of The Subject Of The Order) And In Accordance With All Applicable Legal Acts Relevant To The Subject Of The Order And Under The Conditions Contained In The Contract Template, Constituting Annex No. 6 To The Tor.
