Partial Offers.5.4 The Ordering Party Waived From Dividing The Order Into Parts. Dividing The Order Into Parts, In The Case Of Purchasing Software That Is The Subject Of The Order, Due To Its Specificity, Would Cause Difficulties In Coordinating The Correct Execution Of The Order And Would Also Pose A Risk Of Failure To Complete The Order Within The Required Time. The Division Of The Contract Into Lots Serves To Expand The Availability Of Public Procurement For Small And Medium-Sized Enterprises, Taking Into Account The Value And Size Of The Contract; The Lack Of Division Into Parts Does Not Limit The Availability Of This Contract To Small And Medium-Sized Enterprises.5.5 The Ordering Party Provides For The Possibility Of Exercising The Option Right To Provide System Development Services Up To 250 Man-Hours.
