Support for Strengthening Multimodal and Integrated Logistics Ecosystem Ports Process Mapping - PPM Ports Process Mapping Objective and Purpose of the Assignment As part of this overall initiative, ADB along with Logistics Division of Department of Commerce, is focusing on improving and simplifying the logistics processes in the country. To achieve the objective of process simplification, a study is conceptualized for mapping the actual process and procedures being adopted in gateway terminals for movement of cargo and identifying the areas of improvement. This exercise would not only provide critical evidence to Logistics Division for conducting meaningful engagement with various governmental and non-governmental stakeholders on trade and logistics facilitation issues, but also provide much needed details for development of robust performance measures for its data portal. In this regard, Asian Development Bank (ADB) is intending to undertake the mapping of various process and procedures involved in movement of cargo from ports in greater detail. The Technical Assistance (TA) team will conduct mapping of all the process and procedures adopted in three major ports (including revision study for one major port where a similar study was already conducted in year 2021 ) for entry/exit, holding, customs clearance, PGA clearance, intra- terminal movement, movement between terminal to port side, terminal, and CFS /bonded area/SEZ/FTWZs, management of containerized rail cargo, and coastal shipping (where this applies). The study covers the mapping of the following elements of port operations. - Detailed process mapping at the identified ports to understand transactions and documents being exchanged between different stakeholders - Identifying variations in the on-ground processes across ports, terminals, cargo categories, movement type (direct port delivery/CFS/ICD, etc.) - Identifying areas of intervention to achieve simplification and bring in process efficiency - Level of technology adoption and technology integration among actors, and digitalization of process Approval Date: 10-Nov-2021 Estimated Commencement Date: 150,000 USD Engagement Period: 8 MONTH Tender Link : selfservice.adb.org
