Tenders Are Invited For Providing Services In The Field Of Catching Homeless And Unattended Animals From The Pisz Commune And Keeping Them

Work Detail

The Subject Of The Order Is To Catch Homeless And Unattended Dogs In A Professional And Humane Manner, Transport Them To A Shelter Along With Their Maintenance, And, In Necessary Cases, To A Veterinary Facility, In Accordance With The Regulation Of The Minister Of Internal Affairs And Administration Of August 26, 1998 On The Terms And Conditions Catching Homeless Animals (Journal Of Laws No. 116, Item 753) And Keeping Them.1. As Part Of The Implementation Of The Subject Of The Order, The Contractor Will Be Obliged To: 1) Humanely Catch Homeless And Unattended Dogs From The Pisz Commune And Transport Them To The Shelter, After Receiving A Notification In Accordance With 2 Of The Contract Template, Constituting Annex No. 7 To The Swz; 2) Maintaining Dogs Placed In The Shelter By Performing The Following Activities: A) Ensuring Good Quality Daily Food Appropriate To The Age, Health Condition And Needs Of The Animal, B) Ensuring Appropriate Living Conditions, Keeping The Pens Properly Clean, And, If Necessary, Disinfecting And Rodent Control Of Cages , Boxes And Runs For Animals In Accordance With The Adopted Procedure, Ensuring Protection Against Heat And Precipitation With Access To Daylight, C) Providing Separate Rooms For Pregnant Bitches And A Room For Aggressive Dogs, D) Providing Comprehensive Veterinary Care: Health Checks, Prevention , Treatment, Combating Internal And External Parasites, Vaccinations Against Rabies And Other Necessary Veterinary Procedures (According To The Principles Set Out In The Act Of August 21, 1997 On Animal Protection (Journal Of Laws Of 2023, Item 1580), E) Conducting Observing Newly Admitted Animals During The Quarantine Period; 3) Keeping Accurate Records Of Dogs Staying In The Shelter, As Well As Preparing Information Regarding: A) Marking, Including The Dogs Registration Number And The Number Of The Implanted Chip, B) Description Of The Animal - Species, Age, Sex, Color ,C) Stay Of The Animal In The Shelter - Date Of Admission And Leaving The Shelter,D) Death Of The Animal With The Reason,E) Photographic Documentation Of Animals Admitted To The Shelter. 4) Obligatory Sterilization Or Castration Of Dogs Admitted To The Shelter, No Earlier Than 14 Days From Their Placement In A Shelter, With The Exception Of Animals In Which There Are Contraindications To Performing These Procedures Due To Their Health Condition Or Age - The Veterinarian Who Provides Medical Care In The Shelter Decides Whether The Procedure Is Necessary, And If Such A Necessity Is Found, He Also Performs This Procedure. In The Case Of Puppies, Castration Can Be Performed After Reaching The Age Of Three Months, And Sterilization After Reaching The Age Of Six Months; 5) Marking Dogs In Accordance With Regulations And Standards In This Area By Implanting Electronic Identifiers (Chips); 6) Euthanizing Blind Litters And Terminally Ill Dogs - Whether Euthanasia Is Necessary Is Decided By The Veterinarian Who Provides Medical Care At The Shelter, And If Such A Need Is Identified Also Performing The Procedure; 7) Provide The Ordering Party With A Copy Of The Animals Death Or Euthanasia Report, Signed By A Veterinarian, No Later Than The 10Th Day Of The Month After The Monthly Settlement Period; 8) Transfer The Carcass For Disposal By An Entity Authorized To Do So At The Contractors Expense; 9) Maintain A Website Or Social Media, Where Current Photos Of All Municipal Dogs Staying In The Shelter Will Be Regularly Posted;10) Carrying Out Activities Aimed At Transferring Animals To New Guardians And Placing These Animals With Guardians Willing To Adopt Them, With Written Confirmation Of The Person Accepting The Animal For Adoption;11 ) Catching: A) Stray Dogs - Without Undue Delay, But No Later Than Within 26 Hours From The Notification By The Ordering Party; B) Aggressive Stray Dogs - Immediately From The Notification By The Ordering Party, But No Later Than Within 8 Hours From The Notification;12) Putting Animals Up For Adoption, In A Number Constituting At Least 50% Of The Total Number Of Animals That Came To The Shelter In A Given Year. The Contractor Will Submit A List Of The Number Of Animals Admitted To The Shelter In A Given Year And The Number Of Animals Put Up For Adoption;13) If, As A Result Of The Inspection, The List Referred To In Point 12 Differs From The Actual Situation, The Contractor Will Provide Free Care For The Dogs In The Shelter Until Adoption;14) Enabling Owners To Collect Their Dogs That Have Found Themselves In A Shelter, After Submitting A Declaration That These Are Their Dogs And Presenting The Vaccination Booklet;15) Proceed In Accordance With The Regulations In The Event Of Suspicion Or Diagnosis Of Rabies Or Another Infectious Disease;16) Providing The Necessary Staff For Direct Handling Animals Staying In The Shelter;17) Admitting To The Shelter On The Basis Of The Transfer Protocol, Dogs Caught From The Pisz Commune, Staying In The Green House Shelter In Krzeczkowo 63, 19-100 Mo ki;18) Transporting Dogs From The Shelter For Homeless Animals To The Shelter Run By The Contractor With Whom A Contract Will Be Signed For The Provision Of Services In The Field Of Catching Homeless And Unattended Animals From The Pisz Commune And Their Maintenance For 2025, Within 14 Days Of Signing The Contract With The New Contractor.19) Only Chipped Animals For Adoption, Spayed/Neutered And Vaccinated. If An Animal Is Adopted And Has Not Been Sterilized/Neutered (This Applies To Young Dogs That Have Not Reached Sexual Maturity), The Contractor Is Obliged To Include In The Adoption Contract A Provision On The Need To Perform The Procedure Within A Strictly Defined Period. The Treatment Will Be Free Of Charge And Will Be Performed Only By A Doctor Or Clinic Performing Treatments For The Contractor.2. Catching (Catching) Dogs And Then Keeping Them In A Shelter Will Be Carried Out In Accordance With Applicable Law: 1) The Act Of August 21, 1997 On Animal Protection; 2) The Act Of March 11, 2004 On Animal Health Protection And Combating Infectious Diseases Of Animals (Journal Of Laws Of 2023, Item 1075);3) The Act Of September 13, 1996 On Maintaining Cleanliness And Order In Municipalities (Journal Of Laws Of 2023, Item 1469, As Amended .);4) Regulation Of The Minister Of Interior And Administration Of August 26, 1998 On The Principles And Conditions For Catching Stray Animals (Journal Of Laws No. 116, Item 753);5) Regulation Of The Minister Of Agriculture And Rural Development Of 20 January 2022 On Detailed Veterinary Requirements For Running Animal Shelters (Journal Of Laws Of 2022, Item 175, As Amended).2. The Contractor Will Not Charge Any Fees To New Caregivers.
