Tenders are invited for Smart and Coordinated Border Management in Southern Africa The WBG is seeking the services of a consultant firm to undertake studies aimed at supporting regional trade facilitation at defined key borders between South Africa and Eswatini; Lesotho and Mozambique; and in turn support broader improvement of SACU regional trade facilitation in alignment to the WTO TFA provisions. The consultant firm is required to assist the four respective governments and their regional trade partners to develop high-level blueprint design for virtual no-stop borders at each of four designated regional borders that incorporate the combination of smart border; digital data connectivity and one-stop principles as designated by the respective governments. The borders selected for this task are the main SACU commercial borders between South Africa and Eswatini and South Africa and Lesotho; and two key South African borders with Mozambique: * The Oshoek Ngwenya border between Eswatini and South Africa * The Maseru Bridge border between Lesotho and South Africa* The Lebombo - Ressano Garcia border between South Africa and Mozambique; and * The Kosi Bay - Ponta do Ouro[1] border between South Africa and MozambiqueThe design should utilize the latest smart border technology to create virtual non-stop borders that apply synchronized; harmonized; and coordinated end-to-end interoperable procedures; within the end-to-end One Stop Border Post concept design relevant to both countries and the specific border context.The study will include an end-to-end review of the same four borders procedures and processes; including an evaluation of the functionality of existing borders to administer border and customs laws; product standards; plant phytosanitary; immigration; health; food safety and veterinary; and road transport controls. In addition; the legal; procedural; process; information technology; human capital and physical infrastructure architectures should be assessed including a critical analysis of the capabilities required to perform coordinated border management functions at both a domestic and international level; in alignment with the provisions of TFA Article 8.Finally; the study aims to identify the infrastructure improvements required to support the new border operating models and provide a recommended high-level plan for implementation. The high-level plan will consider common principles; procedures; and technological incorporation. Though designed for the identified borders; the designs may be applied to other bilateral borders between the countries and beyond.
