Prior Information Notice For Monitoring And Control Services - Province Of Overijssel - Market Consultation For The Purpose Of Tender Framework Agreement For Inspection And Measurements Of Paving Of Provincial Roads. The Province Of Overijssel Has Approximately 650 Km Of Main Carriageways Under Management And Maintenance. By These Main Carriageways Contain More Than 450 Km Of Cycle Path And Approximately 160 Km Of Parallel Road. The Pavements Are Maintained At Crow Basic Quality. These Pavements Are Cleaned Weekly District Inspectors Inspected For User Safety. A Large Part Of This Is Done Every Year Inspections And Measurements Have Been Carried Out On These Main Carriageways To Determine The Condition Of The Pavement To Visualize. For The Cycle Paths And Parallel Roads This Is Every Other Year Cycling Comfort Is Also Measured. Purpose Of The Inspection And Measurements: • Snapshot How Pavement Performs Compared To Crow Basic Quality; • Additional Information About Condition Of Pavement For Minor Maintenance Plans; • Input For The Multi-Year Maintenance Task (Mjop), Including Trend Analysis For Damage Development, Risk-Driven Management And Maintenance. The Province Wants To Conclude A Framework Agreement With A Company For Several Years. We Will Put This Framework Agreement Out To Tender At A European Level. The Work We Undertake The Current Annual Request Mainly Concerns: • Carrying Out Global Visual Assessments Road Inspections (In Accordance With Crow 146B) Of The Main Carriageways; • Performing Global Visual Road Inspections (In Accordance With Crow 146B) Of The Parallel Roads And Cycle Paths. Inclusive Bicycle Comfort Measurement (Fcm); • Carrying Out Longitudinal Unevenness (Iri) And Transverse Unevenness (Rut) Measurements On The Main Carriageways; • Carrying Out Skid Resistance Measurements On A Part Of The Main Carriageways And Parallel Roads; • Providing The Collected Data; • Analyze And Present The Collected Data (Dashboard And Viewer). These Activities Will Also Form Part Of The Framework Agreement That We Will Put Out To Tender. We Are Looking For A Company That: • Can Be Deployed Flexibly Throughout The Year For Inspections And Take Measurements; • Produces Reliable Inspection And Measurement Results. In Addition We Have A Number Of Wishes That Were Not Part Of The Work So Far And For Which We Are Also Looking For A Company That: • Is Innovative (Such As The Use Of Artificial Intelligence, Different Inspection And Measurement Methods, From Snapshot To Dynamic Results, Etc.); • Helps Us To Predict Maintenance Based On Open Data, Historical Data (Construction History And Previously Carried Out Inspections And Measurements) And Current Inspection And Measurement Data; • Can Make A Link With Completed Paving Studies And Falling Weight Deflection Measurements (Vgd); • Thinks Effectively And Efficiently About How We Conduct Inspections And Can Carry Out Measurements Smartly Through Random Samples And Thus Control The Risk Being Able To Optimize Management And Maintenance; • Presents The Data Clearly With Including A Dynamic Dashboard; • Advice On Software That Controls Inspection And Measurement Results Can Communicate With Our Bms, Management Management System, (Ibm Maximo).
