Request for proposals are invited for International or Local Consultants Team/Certified Company to Evaluate the Technical Condition of the Ventilation Systems in the National Tb Reference Laboratory (Nrl) in Dushanbe, Tajikistan and the Regional Tb Laboratory of Dehmoy, Sughd Region of Tajikistan The Consultants team\Certified Company will be responsible for the following activities: 1. Check and evaluate of current technical status of the existing ventilation system: 1 Rooms o Check directional airflows from clean to dirty areas using smoke pattern test, o Verify the air changes per hour rate o Assess room pressure cascade (check whether doors open inwards into the testing area or outward, and also evaluate the integrity of the seals on the doors and windows), o Assess of the safety and authorized access to the laboratory (card access system, locker room - function of interlock). Air Filters o Perform filter capacity test (pressure drop), Ductwork o Evaluate physical integrity, o Assess fire protection if available (flaps, sensors), o Check variable air volume controller / constant air volume controller, o Dryness and cleanliness, o Air balancing record. 11 VAC Equipment {e.g.. heat inn/cool ini? units, .stacks and condensers) o Physical integrity, o Assessment of the function with detailed description, o Dryness and cleanliness, o No slime, mold, dirt, bird droppings or soot accumulations, o Check function of cooling- and heating system Supply and Exhaust Air Fan o Correct direction of rotation and rotation per minute (rpm), o Pulley/belt tightness and wear, o Speed control of air fans according pressure room, o Guards in place, o Assembly intact and clean, o Minimal vibration, o Acceptable noise level, o No loose nuts and bolts, o Adequate bearing lubrication (as indicated by temperature and vibration), o Wire, electrical connections and insulation intact, o Fan wheel correctly mounted and not worn or dirty, o Check of frequency inverter, o Check of airflow rate, air velocity, air change rate. Control system / BMS (building management system) o Check the function of the entire control- and monitoring system, o Check all sensors for temperature, speed, pressure, humidity o Check alarm system and their indications o Normal operation/ emergency power o Emergency power/ normal operation o BMS maintains operational set points during all scenarios and return to normal operations o Assessing UPS operational Testing all alarms o HVAC Failure Alarm o Availability of air flow alarms showing if the room has gone positive under normal conditions or if door is open for greater than 20 second o Availability of visual indication for personnel to aware if the room is under positive or negative pressure prior to entering into the lab Tender Link : http://solicitations.fhi360.org/Solicitation.aspx
