Request for proposals are invited for Provision of Services for Explosive Ordnance (EO) Victims: The Case of Cambodia Phase II The ASEAN Regional Mine Action Center (ARMAC) is calling for research proposals related to Accessibility and Inclusion in the Provision of Services for Explosive Ordnance (EO) Victims: The Case of Cambodia - Phase II: Field Research. ARMAC was established by the ten ASEAN Member States (AMS) to serve as a center of excellence to encourage efforts to address explosive ordnance (EO) for interested ASEAN Member States (AMS) and to facilitate cooperation between interested AMS and relevant institutions. Noting the needs of EO victims and a gap of support for them, AMS, together with ARMAC, initiated a project entitled Enhance Victim Assistance Programs in the ASEAN Member States, also known as the Victim Assistance Project, financed by the ASEAN-Korean Cooperation Fund. The project aims to enhance support provided to explosive ordnance (EO) affected communities through the implementation of five indicative objectives, one of which is to undertake research on the topic of victim assistance. The research has been divided into two phases: Phase 1, a Situational Analysis of Victim Assistance Frameworks (policy, strategy, and law) for EO victims in Cambodia, has been completed. Phase 2 shall enhance the study from Phase 1 on Cambodias frameworks by investigating the inclusivity of VA services in Cambodia at the implementation stage. For the purpose of this study, the inclusivity of victim assistance refers to the equal accessibility physically and financially - of relevant services and resources for those affected by EO victims in Cambodia, regardless of their biology or biography. This will be achieved through field research, surveying and interviewing implementers and recipients of VA policy and services. Applicants are required to submit a proposal in English following the template provided in Annex I and II. Workplan and Timeframe It is expected that the research will be completed by 31 May 2024. The execution of this research project is expected to start as soon as possible. Note: Incomplete application will NOT be considered, and only shortlisted candidates will be notified. Applicants are invited to apply as early as possible. The applications will be assessed on a rolling basis.
