Tenders are invited for Conduct Impact Assessments in Kirkuk, Diyala, and Anbar Scope of Evaluation The project evaluation is to be conducted in accordance with HA and UNDP evaluation principles and Guidelines. The evaluation team is expected to provide evidence-based information that is credible, reliable and useful. The team is expected to follow a collaborative and participatory approach ensuring close engagement with the project beneficiary communities, the Project Team, government counterparts, the HA Country Office and HQs and other key stakeholders. The criteria for evaluation to be followed includes: 1- Benefits-Mandatory Criterion a- Relevance b- Changes c- Capacities d- Sustainability 2- Management-Mandatory Criterion a- Administration b- Effectiveness c- Efficiency d- Accountability 3- Stakeholders-Mandatory Criterion a- Participation b- Cooperation c- Synergies d- Ethics Methodology The interested consultant should provide detailed methodology in the technical proposal defining which method and tools will be used for the impact assessment to produce quality report with recommendations.
