Review policies, guidelines and technical documents related to piped water connections and supply. 2. Assess installation, management and operation of piped water connections to determine capital expenditure and operational expenditure. Determine user fee needed for sustainable system that provides a competitive environment for earning a sustainable income for the WMC members. 3. Assess the effect of piped water connections on poor households and community members. 4. Incorporate available programme data where relevant to make results robust and comprehensive. 5. Assess affordability and accessibility of people in rural communities and schools to access clean water, based on the determined sustainability model. 6.
