Tenders are invited for Baseline and Endline Assessment for Lets Read and Play Program. Scope of Work and Methodology The Foundation looks to employ a consultant or group of MEL and ECE experts in conducting the baseline and end-line assessment1 for the program to understand the starting status and ending status of childrens abilities and parents attitudes toward reading habits. The assessment will be proposed to apply both quantitative and qualitative data collection methods. - Review and revise Lets Read and Play phase I assessment tool for children to align with the revised version and objectives of the curriculum which is adapted from Measuring Early Learning Quality and Outcomes (MELQO) modules. - Conduct training for enumerators (consider child-friendly tools and techniques) prior to conducting assessments - Conduct and lead the baseline assessment and evaluation of a mutually agreed number of total 300 children in selected pre-schools around Phnom Penh - Conduct and lead the endline assessment and evaluation of a mutually agreed number of children in selected pre-schools around Phnom Penh - Conduct focus group discussions (FGD), interviews, and surveys to facilitators, parents, and caregivers by mapping the results between parents and caregivers with their childrens assessment. - Conduct a meeting with the program team to collect input and feedback for validation, when necessary. - Finalize the baseline and endline reports (analysis of data is included). At the endline assessment, the consultant is requested to conduct the survey with children as beneficiaries of the program and the uncontrolled group who was not part of the program.
