Request for Quotation for Conduct Impact Assessments in Kirkuk, Diyala, and Anbar. Human Appeal (HA), in collaboration with UNDP, has initiated the Community-Based Reconciliation and Reintegration in Iraq (C2RI) project, currently implemented in Kirkuk, Diyala, and Anbar. The projects objective is to address challenges in the target areas such as poverty, inequality, and unemployment by providing livelihood support, business and vocational training, and hands-on experience to enhance the skills and capabilities of the local population. This approach aims to bolster the economic resilience of the region by fostering a skilled workforce and promoting entrepreneurial endeavors. The project aspires to achieve the following outcomes · Enhancing livelihoods and facilitating economic reintegration for the targeted beneficiaries. · Offering Mental Health and Psychosocial Support Services (MHPSS) to the beneficiaries. · Elevating community awareness regarding the economic participation of women and their involvement in decision-making processes. To realize the projected outcomes and desired impact, the project requires the expertise of a consultant and/or a company to conduct an impact assessment for the project in the governorates of Kirkuk (Al Zab Area/Hawija), Diyala (Baqubah), and Anbar (Fallujah and Anah). Objective(s) The primary objective of this evaluation is to assess the overall achievements and impact of the Project and evaluate the effectiveness of partnerships/coordination at various levels with the relevant actors including the end beneficiaries, government authorities and ministries, academic and training institutions, I/NGOs and UNDP among others. The specific objectives of the evaluation are: · To assess the practical suitability of the operation to the needs identified at the project inception; · To assess the outcomes/effects and outputs achieved through the project interventions; · To evaluate the effectiveness of project activities in contribution to key objectives of the project; · To evaluate the impact and sustainability of project activities on the target communities; · To evaluate the effectiveness of project management and interventions; · To compile good practices and lessons learnt based on the challenges of the project experience, in terms of programmatic impact; · To evaluate the coordination mechanisms used with the local, regional and national authorities, local and international organizations and all relevant actors; · To draw the lessons learned and develop practical recommendations to improve further similar project to the future. The evaluation has an additional purpose of deducing lessons, identifying good practices established as a result of the project and developing recommendations for both Government of KRI, HA and UNDP that may help for improving the selection, enhancing the design and implementation of similar future projects and activities in the country and elsewhere with the identical context and needs. Scope of Evaluation The project evaluation is to be conducted in accordance with HA and UNDP evaluation principles and Guidelines. The evaluation team is expected to provide evidence-based information that is credible, reliable and useful. The team is expected to follow a collaborative and participatory approach ensuring close engagement with the project beneficiary communities, the Project Team, government counterparts, the HA Country Office and HQs and other key stakeholders.
