1. The Subject Of The Order Is The Provision Of Universal Postal Services In Domestic And Foreign Traffic And Parcel Collection Services From The Offices Of The Podlaskie Regional Branch, The Investment Support Office And The District Offices Of The Podlaskie Regional Branch Of Arimr In The Period From January 2, 2024 To December 31, 2024, In In Particular, Consisting In: 1) Accepting, Transporting And Delivering Items In The Form Of: A) Unregistered Domestic Letter Items, B) Registered Domestic Letter Items, C) Registered Domestic Letter Items With Acknowledgment Of Receipt, D) Registered Domestic Letter Items Of The Fastest Category, E) Domestic Registered Letter Items Of The Fastest Category With Acknowledgment Of Receipt,F) Foreign European Registered Letter Items Of The Fastest Category,G) Foreign European Registered Letter Items Of The Fastest Category With Acknowledgment Of Receipt,H) Postal Parcels,2) Returns Of Registered Items After Exhausting The Delivery Possibilities.2. Postal Services Constituting The Subject Of The Order Include: 1) Domestic Letter Items Weighing Up To 2000 Grams, 2) Foreign Letter Items Weighing Up To 2000 Grams, 3) Postal Parcels (From 2 Kg To 10 Kg), Parcels With Dimensions : Length 60 Cm, Width 41 Cm, Height 30 Cm,4) And Possible Returns Of Registered Parcels After Exhausting Delivery Possibilities.3. Parcel Collection Services Consist In Collecting Parcels From The Offices Of District Offices, The Podlasie Regional Branch In om a And The Investment Support Office In Bia ystok, Together With Shipping Documents, At Agreed Hours And Delivering Them To The Unit Providing The Postal Service For Posting.4. A List Of Shipments Planned To Be Sent, Broken Down Into Individual Weight Ranges, Can Be Found In The Price Form Constituting Annex No. 1 To The Offer Form (Appendix No. 1 To The Specification).5. All Items (Letter And Parcels) Sent By The Ordering Party Have A Size No Smaller Than A C6 Envelope (162 Mm X 114 Mm). The Dimensions Of The Address Page Will Not Be Less Than 90 X 140 Mm, With A Tolerance Of +/- 2 Mm, Whereas Letter Items: 1) Format S - Items Weighing Up To 500 G, With Dimensions, None Of Which Exceed: Height 20 Mm , Length 230 Mm, Width 160 Mm,2) Format M - These Are Parcels Weighing Up To 1000 G, With Dimensions, None Of Which Exceeds: Height 20 Mm, Length 325 Mm, Width 230 Mm,3) Format L - These Are Parcels Weighing Up To 2000G, With Dimensions Where The Sum Of Length, Width And Height Does Not Exceed 900 Mm, With The Largest Of These Dimensions (Length) Not Exceeding 600 Mm. All Dimensions Are Given With A Tolerance Of +/- 2 Mm.6. If The Contractor Uses Its Own Nomenclature For The Shipments, The Ordering Party Will Change The Terms Referred To In Section 5 - To Be Used By The Contractor.7. The Acceptance, Transportation And Delivery Of Postal Items As Well As Their Possible Return And Complaints Will Be Carried Out In Accordance With The Provisions Set Out In: 1) The Act Of November 23, 2012, Postal Law (Consolidated Text: Journal Of Laws Of 2023, Item 1640, As Amended). .)2) Regulation Of The Minister Of Administration And Digitization Of April 29, 2013 On The Conditions For The Provision Of Universal Services By The Designated Operator (Consolidated Text: Journal Of Laws Of 2020, Item 1026)3) Regulation Of The Minister Of Administration And Digitization Of November 26, 2013 On Complaints About The Postal Service (I.E. Journal Of Laws Of 2019, Item 474),4) Act Of June 14, 1960 Code Of Administrative Procedure (I.E. Journal Of Laws Of 2023) ., Item 775, As Amended),5) Act Of November 17, 1964 Code Of Civil Procedure (Consolidated Text: Journal Of Laws Of 2023, Item 1550, As Amended),6) International Postal Regulations,7 ) Other Generally Applicable Legal Acts Related To The Provision Of Services That Are The Subject Of The Agreement, 8) Provisions Of The Specification. 8. In Areas Not Regulated In The Specification And The Draft Provisions Of The Agreement, The Following Shall Apply: 1) In The Case Of Universal Postal Services: The Regulations Or Internal Regulations Of The Contractor, Issued Pursuant To Art. 21 Of The Postal Law Act, Which Are Not Inconsistent With The Postal Law Act,2) In The Case Of Parcel Collection Services - Internal Regulations Of The Contractor.9. Conditions Of Order Execution: 1) The Shipment Of Shipments Covered By The Subject Of The Order Will Take Place On The Day Of Their Acceptance By The Contractor. 2) The Shipment Of Shipments Accepted For Shipment Will Be Each Time Documented By The Contractor With A Stamp, Signature And Date In The Registers (Shipping Book) And In Value And Quantity Statements. 3) The Contractor Will Be Obliged To Provide Services Of Delivering Return Receipts And Returns Of Undelivered Postal Items To The Organizational Units Of The Ordering Party, From Monday To Friday From 7:30 A.M. To 3:15 P.M. 4) Deadlines For Delivering Postal Items: A) Delivery Time Of Items (Registered And Unregistered) Within The Country Is: - Up To Five Business Days For A Parcel That Is Not The Fastest Category; - Up To Three Business Days For A Parcel That Is The Fastest Category; B) Delivery Time Of Parcels In Foreign Trade - In Accordance With The Applicable Regulations For The Letter Mail Service In Foreign Trade .5) The Ordering Party Requires That The Parcel Delivery Service Be Provided To Every Address Indicated By The Ordering Party In Poland And Outside Poland. In The Case Of Notification Of Postal Items Sent By The Ordering Party In Domestic Traffic, These Items Will Be Collected By The Addressees At Properly Marked Collection Points Of The Contractor Located In Each Commune In The Country. Moreover: A) One Permanent Postal Point, Counting On Average Across The Country, Should Be Per 6,000 Inhabitants In Urban Communes And Urban-Rural Communes; B) One Post Office, On Average For The Country, Should Be Per 85 Km Of Area In Rural Communes; C) At Least One Permanent Post Office Should Be Opened In Each Commune; D) The Location Of Post Offices Referred To In Points A)-C) Should Take Into Account The Demand For Services In A Given Area; E) Post Offices Should Be Open On All Working Days, Except Saturdays, At Least 5 Days A Week, And If If There Is A Public Holiday In A Week, This Number May Be Lower Accordingly. 6) The Ordering Party Undertakes To Include On The Postal Item In A Permanent And Legible Manner: A Precise, Unambiguous Description Of The Addressee, His Address (Provided At The Same Time In The Postal Sending Book), The Type Of Shipment ( Unregistered, Registered, Constituting A Shipment Of The Fastest Category, With Return Confirmation Of Receipt, To Be Sent By A Designated Operator), Placing On The Address Side Of Each Sent Shipment A Print Or Stamp Specifying The Full Name And Address Of The Ordering Partys Organizational Unit, Which Is Also The Senders Return Address And The Postage Mark. If Necessary, The Ordering Party Undertakes To Place A Label Provided By The Contractor On The Postal Parcel. The Detailed Method Of Marking And Addressing Shipments Required By The Contractor May Constitute An Annex To The Agreement (Optional).7) The Ordering Party Requires The Contractor To Specify And Provide Marking Patterns For Registered Shipments And/Or The Fastest Category Shipments That Will Be Used When Marking Postal Shipments ( It Is Allowed To Provide The Ordering Party With A Stamp Template Replacing The Above-Mentioned Markings).8) In The Case Of Letter Items, The Postage Mark Will Be Replaced By A Stamp Made By The Ordering Party According To The Template Provided By The Contractor.9) The Ordering Party Will Prepare Postal Items For Sending In A Condition Enabling The Contractor To Deliver Them Without Loss And Damage To The Place Consistent With The Destination Address.10) The Ordering Party Undertakes To Send The Parcels In An Orderly Condition, Which Means: A) Entering Each Parcel In The Registers Serving As The Postal Sending Book (Separately For Registered Letter Items, Unregistered Letter Items And Postal Parcels And Separately For Parcels Necessary To Be Sent By A Designated Operator) In Two Copies, One Of Which Will Be Intended For The Contractor For Settlement Purposes, And The Other Will Be A Confirmation For The Ordering Party Of Sending A Given Batch Of Parcels; Parcels Will Be Arranged In The Order Of Entries In The Postal Dispatch Book; The Template Of Postal Shipping Books Will Be Specified By The Ordering Party (E.G. In The Form Of A Computer Printout). The Template Of The Postal Consignment Book Is Included In The Draft Provisions Of The Agreement Constituting Annex No. 8 To The Specification And May Be Changed, With The Consent Of Both Parties, In Order To Effectively Provide The Services That Are The Subject Of The Agreement, Before Concluding The Public Procurement Agreement. B) Preparation Of A Collective Daily Quantitative Statement Of Shipments According To Individual Weight Categories, Prepared For Settlement Purposes In Two Copies, One Of Which Will Be Intended For The Contractor For Settlement Purposes, And The Other Will Be A Confirmation For The Ordering Party Of Sending A Given Batch Of Shipments (The Ordering Party Will Prepare A Separate Statement For The Designated Operator). A Template For The Quantitative Summary Of Shipments According To Individual Weight Categories Is Included In The Draft Provisions Of The Agreement Constituting Annex No. 8 To The Specification).11) The Packaging Of Letter Shipments Is The Ordering Partys Envelope, Suitably Secured (Sealed). The Packaging Of The Parcels Is An Envelope/Box/Other Packaging Of The Ordering Party, Adequately Protected Against Access To The Contents And Against Damage To The Shipment During Transport. Other Terms Of Execution Of The Order Are Included In The Specification Of Order Conditions.
