The Provision Of Quality Social Services To Adults With Disabilities Classified As Disabled, Under The Conditions Of Law No. 448 Of 2006 On The Protection And Promotion Of The Rights Of Persons With Disabilities , Republished, With Subsequent Amendments And Additions, For Which A Protection Measure Was Established By The Evaluation Commission For Adults With Disabilities Under The Law, In A Residential Center Of The Care And Assistance Center Type, Arad County Council Through The Social Services Contracting Department Within The Corporate Governance Service, State Aid And Transport, Pursuant To The Provisions Of Art. 112 Para. (3) Letter P)R) In Conjunction With Art. 113 Para. (2) From Law No. 292 Of 2011, On Social Assistance, With Subsequent Amendments And Additions, At The Reasoned Proposal Of D.G.A.S.P.Carad, According To Address No. 25855/21.10.2023, It Was Proposed To Purchase Social Services For 30 Adults With Disabilities. The Benefits (Qualitative And Quantitative, Social And Economic) To Be Obtained As A Result Of Satisfying The Need Are: Ensuring Compliance With The Requirements Imposed By The Minimum Quality Standards Established By The Provisions Of The Order Of The Ministry Of Labor And Social Justice No. 82/2019 Regarding The Approval Of Specific Mandatory Minimum Quality Standards For Social Services Intended For Adults With Disabilities; The Recovery To The County Council Budget Of Some Amounts From The Cost Standard, By Paying According To The Legislation In Force, The Monthly Maintenance Contribution Of The Beneficiaries Who Have Their Own Income And Are Assisted In A Residential Center For Adults With Disabilities; In Order To Increase The Quality Of Life Of The Beneficiaries, Adding The Co-Financing Of The Social Service Provider To The Contract Price, Bringing More Value To The Contract; Reducing The Costs Advanced By The Contracting Authority By Ensuring The Space In Which The Activity Is Carried Out By The Service Provider And Covering The Additional Costs, Is An Important Benefit For The Contracting Authority; The Generation Of Jobs For Socio-Professional Categories In Certain Localities Where Recruitment Measures And Finding A Job Are Deficient; Ensuring The Provision Of Appropriate Services (Quantitative And Qualitative) According To The Minimum Quality Standards, By Ensuring The Continuity Of The Conclusion Of Social Service Contracts, And The Beneficiaries Access To Safe And Efficient Services.
