Tenders are invited for Localization Monitoring & Evaluation Framework Consultancy Closing Date: Wednesday, 20. Dec 2023 Intervention Sector(s): Advocacy & Awareness, Children & Youth Remuneration range: > 6000 (USD) Duration of Contract: 45 working days Under the overall direct supervision of the LTF co-leads, LHDF and LLL, and guidance of the LTF members and other key stakeholders, the Localization M&E Consultant will be responsible for the following illustrative tasks: Conduct a comprehensive desk review of key existing Localization Task Force (LTF) documentation, which should include a thorough examination of documents such as the Shabake report, the Localization of Aid Framework for Lebanon, and the Advocacy Roadmap. This desk review should focus on extracting pertinent information, insights, and indicators related to Localization M&E from these documents. Develop and deliver an operational Localization M&E framework, including a set of simple, scalable, longitudinal indicators (both qualitative & quantitative) to track progress of localization in Lebanon through which to monitor and report progress against the recommendations of the Localization of Aid Framework for Lebanon; Design and create the necessary tools for the implementation and evaluation of the framework components. These tools may include data collection instruments, Monitoring and Evaluation (M&E) tools, and Means of Verification (MoVs), among others. Present the draft M&E Framework to the LTF members and key stakeholders, and seek their feedback and input (with support from the LTF co-leads and members); Organize a rollout event for the M&E framework, and consider including a feedback collection mechanism on the finalized draft to ensure that LTF members and stakeholders understand it and can effectively implement it. Provide technical support as needed during this process. Manage the implementation phase of the M&E framework, which includes data collection, analysis, and the production of progress reports. Collaborate with LTF co-leads and members to ensure the effective dissemination and utilization of project outputs. Additionally, ensure strict adherence Consultant requirements At least 7 years of progressive experience in the humanitarian and/or development sectors, including in senior roles related to M&E Excellent knowledge of the humanitarian and/or development sector including the major current humanitarian policy issues around localization, globally and in Lebanon. Excellent understanding of the Lebanon aid ecosystem Experience working with and supporting NGOs local, national or international Proven research experience including conducting interviews, convening meetings, coordinating amongst various stakeholders, and development of tools Excellent writing and communication skills and data analysis Fluency in Arabic and English is mandatory Proven ability to work autonomously Proven ability to work under pressure and be flexible, including ability to cope with deadlines, multiple tasks, and competing and changing demands.
