Cloncurry Shire Council (Csc), The Principal, Is Committed To Revitalising Scarr Street, One Of The Main Streets In The Town Of Cloncurry, In Order To Renew Existing Aged Infrastructure And Support A Broader Desire To Strengthen The Economy And Support Growth Through Tourism, Liveability, And Prosperity For Businesses ( Project ).The Scarr Street Upgrade Is Considered A Priority Project Of Council Under Cloncurry Shire Councils Corporate Plan 2021-2026 (Strategy Ksa2.7 - Urban Renewal And Enhancement).The Project Will Upgrade All Existing Aged Services Assets, Provide Public Domain Beautification, And Position Scarr Street For Improved Events Activation And Tourism Appeal. The Design Aims To Provide Enhanced Connectivity, Functionality, Parking Convenience, And Strengthening Of Community Place-Making In The Town Centre Precinct, Through Integration With The Florence Clark Park, And The Future John Flynn Place.The Principal Has Completed And Endorsed A Concept Design And Intends To Progress The Project To Detail Design And Documentation To Secure Grant Funding And Expediently Deliver This Project. The Principal Seeks To Appoint A Suitably Qualified And Competent Head Design Consultant, Which From Here On Will Be Referred To As Consultant , To Provide The Services Set Out In This Scope, Which At High Level Include, But Are Not Limited To: Take Carriage Of The Principal S Current Concept Design To Completion For The Development Of Options For Material/Plant Schedules & Finishes, Landscape Fixtures & Furniture, Street And Event Lighting, And Integration With The Activation Strategy, For Councillor Workshop. Finalise Outstanding Stakeholder Engagement With Businesses, Fire Brigade, Police And Landowners With Regards To Design Integration Of Planting, Crossover Access And Stormwater Drainage, And The Principals Events Teams In Relation To Activation Provisions Covering Services Needs For Stalls/ Stage And Pa, Cctv, Event Lighting/ Programming And Digital Display Board. Develop, Define, And Document An Optimal Engineering Solution For The Renewal Of Existing Pavement And Services (Water, Stormwater, Sewer, Rate 3 Street Lighting, Irrigation), Provisioning Conduits Or Designing For New Or Relocated Services (Comms, Electrical, Cctv, Pa). Manage And Coordinate With Ergon Energy The Ergon Network Design And Relocation Works Services Contract, Then Complete The Documentation For The Principals Works Component For The Changeover And Electrification For New Lv And Hv Customer Point Of Supply, And Then Timing The Removal Of The Overhead Electrical Network Along Scarr Street (Between Sheaffe St And Station St) To Enable The Development Of The Median Strip And Maintenance Of Street Lighting Requirements. Effectively Coordinate And Integrate All Sub-Consultancy Services Including Civil, Traffic, Structural, Arborist, Landscaping, And Quantity Surveying Expertise To Secure The Principals Approval Of Preferred Options, Sign-Off And Then To Produce A Comprehensive And Complete Detail Design Package. Graphically Provide Plans, Sections, And Rendered Perspectives Of Endorsed Final Masterplan For Community Engagement, Social Media Collaterals And Construction Signboard. Submit Operational Works Application And Development Application Lodgement For The Project Either Sequentially Or As Combined Applications To Provide The Principal With The Ability To Undertake An Early Tender Associated With All Underground Services Works (If Required). Provide And Value Manage Cost Estimates At Completion Of Concept Design P25, Detail Design P50, And Pre-Tender P90 Phase. Complete Detail Documentation, Including Drawings And Specifications, Of The Entire Project Scope To Enable The Principal To Complete Tender Package/S For Either (A) The Early Works Contractor (B) The Main Works Contractor Or For All Scope (A & B) Principal Contractor. Issue For Construction (Ifc) Drawings And Design Certifications. Support During The Construction Of The Works (Post-Tender Services) Including Responding To Requests For Information (Rfis), Design Advice, And Preparing A Defect List Register.
