Request for proposals are invited for Feasibility Study to Identify Viable Business Models for the Valorization of Organic Waste in Jordan Scope of Work The Consulting Firm shall execute the following scope of work and activities for each of the three main tasks described above: Task 1: Assessment of the main organic waste streams and existing waste treatment methods in Jordan Identify key sectors and major sources that generate organic waste in Jordan, e.g. organic municipal waste, agro-processing waste (including liquid effluents, beverages, abattoir, etc.), agricultural waste (e.g. residue from date palm farms, olive, fruits orchards, dairy farms, manure), food industry, tobacco, garden, yard and park waste, wood and wood products, pulp, paper, cardboard, etc. Identify existing major organic waste treatment schemes (landfilling, dumping, burning, valorisation, etc.) in place in the country, with indicative volumes treated, a brief description of the business model and ownership. o A sub-task for this activity should look at existing activities and projects that are implemented to address solutions for organic waste management in Al Hussainiyat Landfill. This includes compost activities for the dumpsite. Analyse value chains and map out key stakeholders. This includes sources, types and volumes of waste, generation, storage, transport, and processing. Match with potential valorisation solutions such as compost, animal feed, biogas, fuel biomass, green methanol, etc. This should include a quantification of total waste available at national level (in tons) as well as an estimate of maximum treatment potential production for each waste treatment option listed above. Identify work and activities that have already been implemented, ongoing or planned in relation to the subject. Identify synergies of solutions for organic waste management across different administrative bodies (e.g. GAM, MOE, and MOLA). Task 2: Shortlisting of feasible organic waste management schemes for local context Based on the finding of Task 1, and in consultation with relevant public and private stakeholders, develop a long list (around 10) of potential organic waste management schemes suitable for investment into valorisation of organic waste and evaluate corresponding technologies. The list can contain either large scale standalone waste treatment facilities (e.g. biogas, compost or methanol), retrofitting equipment (e.g. in an abattoir or beverage company), or a decentralized small scale program (e.g. rural biogas program at farm level). Develop a decision-making/screening matrix (e.g. methane emission reductions potential, volumes available, willingness to take part, availability of technology, market for products, likely financial viability) and select the two most promising projects, in consultation with main stakeholders. Task 3: Technical and Financial Studies Conduct a technical and financial study on the 2 shortlisted projects. Estimate optimal scale, feedstock supply, preliminary site assessment, suitable technology type, transport, equipment required, CAPEX/OPEX, market study for the products, etc. Preliminary greenhouse gas emission savings will be calculated, and climate resilience benefits will be assessed. Develop corresponding sustainable business models and propose implementation modalities. Assess barriers and enablers to implementation (regulatory, policy, financial, logistical, and awareness), including requirement for a gate fee, other incentives (such as feed-in tariff) and policy measures Task 4: Presentation and validation of feasibility assessments and business models to key stakeholders Development of explanatory power points and other relevant support material to present to key stakeholders. Delivery of presentations, recommendations, and validation of the results with key national stakeholders For more details, please refer to the Terms of Reference (TOR) document attached. IMPORTANT TIMELINES: The tender submission deadline is 2 January 2024, 16:00 pm KST (Korean Standard Time). HOW TO OBTAIN THE DOCUMENTS: Documents can be accessed via the e-Green Procurement Portal by selecting View Details on the relevant notice and then clicking the Tender Application button. The Opt Out functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision.
