The Buyer has developed MGD to train, assess and certify the competency of commissioners so they are equipped to run fair hearings and make recommendations and/or decisions on applications for resource consent, plans and plan changes and other types of proceedings under the RMA. MGD aims to increase decision-making capacity within local government, improve the quality and consistency of decision-making under the RMA and to build public confidence in that capability. The importance of the MGD is further underscored by the requirement that all those sitting, either as solo commissioners or on hearing panels, must be accredited under this programme (unless exceptional circumstances apply). MGD is provided via an exclusive licence awarded by the Buyer to the successful supplier. The Ministry is looking for a credible supplier who has the capability, experience, teaching and assessment systems, to deliver the MGD programme nationwide, both face-to-face and online.
