Expression of Interest are invited for Consulting Firm (National) (Lump-Sump) Title Of Service: Design, development, implementation and maintenance of Subscriber Data Verification Platform (SDVP). Brief Description of Assignment: To design, develop, and implement a Subscriber Data Verification Platform (SDVP) system for BTRC where all existing and future MSISDN information will be verified as well as various analytical report will be generated based on the data stored in BTRC as per the requirements of the Government of Bangladesh. Also to perform required maintenance work for providing service to the concerned entity smoothly (Detailed ToR and others relevant information are available at BTRC website ; www.btrc.gov.bd) Experience, Resources and Delivery Capacity Required: 1. Should have minimum 10 (ten) years experiences in ICT business as a registered company/entity in Bangladesh. 2. Must have design, development and maintenance experience of at least 5 (five) large-scale software solutions in the public sector. 3. Should have minimum one contract within last 3 years having financial value at least BDT 20 (twenty) crore in public sector. 4. Should have experience working with large-scale OLTP database in public sector with minimum 500 (five hundred) transactions per second. 5. Should have experience in administrating and managing 24/7 software application support & helpdesk operations in public sector. 6. Bidder should have CMMI Level 3 certification or ISO 9001. 7. Bidder shall have valid Trade License, updated Income TAX and VAT certificates from respective TAX Circle/VAT Division. 8. Tenderer shall submit BASIS membership certificate. 9. The Firm should submit audit report of the previous 3 (three) years. The average annual turnover of the firm must not be below BDT 10 (Ten) crore in the last 3 (three) years. 10. Bidder must submit proof of evidence (completion certificate/ contract agreement) to comply with the requirements. NB: Joint Venture is not allowed Other Details (if applicable): (a) Submission the EoI should be made in closed format bearing the name and address. EoI No. & date and be addressed to the EoI issuing authority in 03 (Three) copies. i.e one copy original and two copies photocopy. Three copies shall have to be covered within single packet. The bidder shall have to mention the page number serially in every page of submitted EoI Document. Also EoI relevant documents (Soft Copy) should be saved in a pen drive and submitted. (b) Late submission will be rejected The Applicant must submit the following documents along with the EOI: 1. Certificate of Incorporation, up-to-date valid Trade License, TIN certificate, Tax Clearance Certificate and VAT Registration Certificate. 2. Company brochure/profile covering company expertise, strength and experience. 3. Original copy of an up-to-date Bank Solvency Certificate (not more than 15 days old from the date of submission of the EOI). 4. Necessary documents proving project related experience i.e. Completion Certificate/Appreciation Letter/Contract Agreement. 5. Submit the hardware requirements in details according to ToR with justification. 6. Submit a plan to implement robust network/cyber security measures for SDVP. 7. Submit block diagrams of different stages of SDVP implementation with Gantt Chart.
