Tenders are invited for Consultancy Service to Undertake a Holistic Study and Develop Short-Term and Long-Term Water Supply and Sanitation Sector Development Strategies with Their Respective Implementation Guideline 4. Objective of the consultancy service The general objective is to holistically Track the strengths, weakness, challenges, opportunities, lessons learned, and enabling environments, that affected the performance efficiency of the water supply, and sanitation sub-sector the country has gone through during the last 30-plus years in the process of fulfilling the national and global sub-sector goals. And closely scrutinize the national and global water supply and sanitation goals expected ahead to be fulfilled by the sector. Identify holistically the existing gaps in performance efficiency and effectiveness to meet the national and global goals and develop state-of-the-art national water supply and sanitation sub-sector short, medium, and long-term development strategy that enables to meet the national and global water supply and sanitation targets. 5. Scope of the service identification of all stakeholders of the water supply and sanitation sector including the private sector from the national to community level, Assessment of the sub-sector organizational setup (both vertical and horizontal) that the sub-sector has come across with respective pros and cons and extract lessons as inputs for the development of the next road map and strategy Collection and analysis of secondary and primary information and data including legal documents, plans, reports, research outputs, etc. for the study from all stakeholders identified, Analytical results on tracking of WSS subsector historical performance for the last 30-plus years, Analytical results on the holistic capacity assessment of the WSS subsector for the last 30-plus years and the extent of its effect on the historical performance of the sector and its development trend, Analytical holistic review output of the experience of other developing countries of the same nature in implementing their national and global goals with the lessons learned, Analytical conclusion report on the WSS subsector holistic capacity and performance track record which could serve as input to develop a WSS national implementation strategy aligned to the national and global sector goals, Analysis of currently under implementation national and global WSS plans and implementation strategies versus actual existing sector implementation capacity and sector performance history with clearly identified gaps, Analytical review of the overall socio-economic development of the country for the coming years (say the coming 50 years) having an effect on the water supply and sanitation sub-sector service delivery in terms of the demand and supply side including the global climate change effect, Development of WSS implementation holistic national strategy aligned to each of the existing national (the 10-year strategic plan) and global (the SDG) sector goals as short-term development strategy, Development of a Guideline for the implementation of the short-term strategy. Develop short, medium, and long-term (at least for 50 years) water supply and sanitation subsector comprehensive development strategy based on the aforementioned holistic analysis with its implementation strategy.
