Tenders are invited for Evidence Support Services Close Date & Time: 15-Jan-2024 10:00 am (ACT Local Time) ATM Type: Request for Tender Timeframe for Delivery: Ongoing for the duration of the Panel period. Panel initial duration 3 years, with two options to extend for a periood of two (2) years each. Description: The Lead Customer is proposing to initiate a Standing Offer Arrangement to establish a panel of providers who have the necessary capability and capacity to deliver one or more of the following Services: 1. (core) Audio Recording & Transcription Services 2. (core) Print, Copy & Digitisation Services 3. (core) Electronic Evidence Processing Services 4. (core) Physical Evidence Storage Services 5. Other related Evidence Support Services as required by ASIC, as an as needed basis (if successful for a core category above). In this clause D.A.2, there are 6 categories in total. Categories 1-4 relate to Services. Successful tenderer(s) must nominate their tendered Services in the Response section of the CCS ATM Response Form. Categories 5-6 relate to non-Services that are expanded below. The ASIC Security requirements outlined in clause D.A.2, Category 5 is applicable to each Service (Category 1-4) and will form part of each categorys Capability evaluation criteria. This is further outlined in clause D.A.6 in this ATM, including the individual weightings of ASIC Security requirements in each Category. Therefore, if multiple categories are selected, this section will only need to be completed once. The Economic Benefit to the Australian Economy outlined in clause D.A.2, Category 6 is applicable to each Service (Category 1-4) and will form part of the evaluation criteria. This is further outlined in clause D.A.6 in this ATM, including the individual weightings of Economic Benefit to the Australian Economy requirements in each Category. Therefore, if multiple categories are selected, this section will only need to be completed once. The evaluation criteria will be based on Capability, Capacity, Price and Economic Benefit to the Australian Economy. Pursuant to clause D.B.5.4 of the Commonwealth DoSO ATM Terms, the evaluation weightings will be Capability 50%, Capacity 20%, Price 20% and Economic Benefit to the Australian Economy 10%. This is further outlined in clause D.A.6 in this ATM and in the CCS DoSO ATM Response Form. When determining the composition of the panel, ASIC will consider the range of service categories offered to ensure that the panel will offer the range of Services required or likely to be required by ASIC. This does not mean that all successful tenderer(s) must be capable of providing the Services across all categories, rather that the panel as a whole should be capable of providing the Services across all categories. Under the proposed deed: o ASIC will not be obliged to purchase any of the Services from any panel member or to purchase any specific volume of the Services from any panel member, but will reserve the right to purchase such volume of the Services as may be required by ASIC during the term of the proposed deed; and o ASIC may at any time purchase Services the same as, or similar, to those offered by any panel member, from any other person, on such terms and conditions as ASIC wishes. ASIC makes no representation and gives no warranty as to the scope of work which may be made available to the panel or individual panellists but advises of historical figures in the below categories of service. ASIC has the right to exclude tenderer(s) from further consideration if there are major risks identified to ASIC in the tenderer(s) ATM Response. This is separate from the evaluation criteria, and is further outlined in clause D.A.6 in this ATM. This Standing Offer Arrangement, once established, may, at the discretion of ASIC during the term of the Arrangement, be re-opened for a specified time to allow for non-members to apply to join it or for members to apply to provide additional Services as specified by ASIC. In either case, the process for evaluation including the evaluation criteria will be the same as in this ATM. Conditions for Participation: The Customer will exclude a Response from further consideration if at any time before a Deed of Standing Offer is executed the Potential Supplier does not provide: a) a Valid and Satisfactory Statement of Tax Record by the Closing Time, or a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time; and b) for any Subcontractor that the Potential Supplier proposes to engage, a Valid and Satisfactory Statement of Tax Record for that Subcontractor.
