Expression of Interest For Consulting Firm (International) (Lump-Sump)

Expression of Interest are invited for Consulting Firm (International) (Lump-Sump) Title Of Service: Consulting Services for the Project Renovation and Modernization of Existing 33/11 kV Wooden Pole Mounted Substations in BREB under Modernization of Power Distribution Smart Grids Phase. [Pre Qualification (EOI) with Request for proposal (Technical+Financial) in a single Stage] Brief Description of Assignment: The project intends to modernize the distribution system in order to contribute to a safer, more reliable and more stable electricity supply as well as to a reduction of greenhouse gas emissions in Bangladesh. The Project comprises the following two (2) components: Component I comprise the renovation of 23 medium voltage substations. Component II comprises the reconductoring of OHL distribution lines with a total length of approximately 920 circuit km (2760 km). The Consultant shall provide expertise in concept preparation, tendering, engineering, supervision of construction and commissioning and overall project management services to the Employer to ensure the successful implementation of the Project with respect to time, cost, quality and in compliance with national ESHS regulations and international ESHS standards. The Consultant shall support the PEA in its role as FIDIC owners representative under the FIDIC Yellow Book contracts. The award of the Consulting services is planned for Q1/2024. The overall implementation of the project is expected to be completed within 60 months including 12 months of defects notification period. The selection of consultants will use a single stage selection in which qualification and the request for proposals based on 2-envelopes selection are combined. This entails the submission of qualification documents and technical and financial bids at the same time. Consulting firms with regional experience in Bangladesh, India, Sri Lanka, Myanmar, Cambodia, and Vietnam are preferred. Interested Consultant shall show a minimum mean turnover of minimum EUR 4 million/year over the past three years.
