Tenders are invited for Technical Assistance to Develop a Foundational Learning Roadmap for Provincial & Federal Governments In Pakistan; 78% of 10-year-old children are unable to read an age-appropriate text. This percentage includes children who are in school but are unable to read at the required level for their age. In the last year; federal and provincial education departments have committed to improving foundational reading levels across the country; and the Ministry of Federal Education and Professional Training has set up a Foundational Learning Hub to support this commitment. The World Bank is supporting improvements in foundational reading levels across the country. The EoI is for the services of a consulting firm to (i) to develop and implement provincial foundational reading roadmaps and (ii) support the development of provincial and federal foundational learning policies. The selected consulting firm is expected to work closely with the Foundational Learning Hub and foundational learning focal persons appointed by provincial education departments; and coordinate delivery with senior provincial and federal education officials.
