Services Development Of General Urban Plan And Sustainable Urban Mobility Plan, Including In Gis Format For The City Of Zlatna, Alba County. The Updating Of The General Urban Plan In Force Of The City Of Zlatna, Became Necessary Considering That It Is Outdated In Relation To The New Economic And Territorial Realities Of The City. The Need To Update The General Urban Plan Also Derives From The Obligation Imposed By Art. 46 Of Law 350/2001 On Territorial Development And Urban Planning, Which Stipulates That Each Territorial Administrative Unit Must Update Its Status At A Maximum Of 10 Years. According To Art. 44 Of Law 350/2001 On Development Of The Territory And Urban Planning The Urban Planning Documents Are Drawn Up By Interdisciplinary Collectives Made Up Of Certified Specialists In Accordance With The Law. Therefore, To Meet The Need, It Is Necessary To Purchase Specialized Services. The Contracting Authority Currently Does Not Have A System To Monitor The Application Of The Approved Documentation, Through The Permanent Review Of The Data And Provisions Of The Urban Planning Documentation, Respectively Through The Systematic Marking, Both In Electronic Format And In The Written And Drawn Parts Of The Documentation, Of The Way Of Making The Proposals, As Well As Any Changes Or Details Through Approved Urban Plans. In Order To Draw Up The Pug, The Contracting Authority Also Wants To Draw Up The Urban Mobility Plan In Advance. According To The Provisions Of The Law, The Urban Mobility Plan, Hereinafter Referred To As The P.M.U., Represents A Complementary Documentation To The Peri-Urban/Metropolitan Territorial Development Strategy And The General Urban Plan (P.U.G.) And Constitutes The Territorial Strategic Planning Tool Through Which The Spatial Development Of The Localities And Their Peri-Urban Area With The Mobility And Transport Needs Of People And Goods. Therefore, It Is Intended To Integrate Urban Planning Information Into A Geographic Information System (Gis) That Will Allow The Contracting Authority To Fulfill Its Legal Obligation To Monitor The Implementation Of Approved Urban Documentation, To Establish, Maintain, Expand And Develop The Standardized Urban And Territorial Database And Compatible, Including In Accordance With The Inspire Directive Transposed By Government Ordinance No. 4/2010 Regarding The Establishment Of The National Infrastructure For Spatial Information In Romania, Approved With Amendments And Additions By Law No. 190/2010, As Provided By Art. 15, Letter B Of Law 350/2001 On Urbanism And Territorial Development.
