The Ministry Of Children And Families Is Responsible For Policy-Making In The Areas Of Child Protection, Upbringing And Living Conditions, Children And Young People, Family And Coexistence, Faith And Outlook And Consumer Policy. The Ministry Of Finance Plans And Implements Economic Policy In Norway, Within The Framework Set By The Government And The Storting. Among Other Things, The Ministry Is Responsible For Budget Policy, Tax And Levy Policy, Stability In The Financial Markets And The Governments Pension Fund. The Purpose Of The Area Review Of Institutional Child Care Is To Contribute To Efficient Use Of Resources And To Limit Expenditure Growth, While At The Same Time The Aims Of The Child Protection Act Are Safeguarded And A Service Offering Is Provided That Takes Care Of The Needs Of Children In Child Care And Is In Line With Professional Standards And Quality Requirements. Concrete Measures Must Be Proposed With The Aim Of Utilizing Resources Effectively And Improving The Possibilities For Cost Control And Predictable Budgeting Compared To Today. There Is A Particular Need For More Knowledge About How The State Should Facilitate A Proper Provision That Is Flexible Enough To Meet Major Fluctuations In The Number Of Children In Need Of A Place, And Which At The Same Time Provides The Necessary Predictability In Costs. The Start Of The Assignment Is Early February 2024, And Consists Of Two Deliveries With The First Delivery By 15 May 2024 And The Second Delivery By 1 December 2024. The Value Of The Acquisition Is Estimated At Around Nok 7 Million, Excluding Vat, With A Ceiling Of Nok 8 Million Excl. Vat.
