Prior Information Notice For Refuse-Incineration Plant Construction Work - Selection Of The Epc Contractor For The Energy Recovery Plant. Ordering Party - Recycling Park Sp. Z O.O.. The Subject Of The Contract That The Ordering Party Intends To Conclude With The Selected Contractor Will Be: Carrying Out All Activities To Implement The Construction Investment Energy Recovery Plant In Kamionka, Chodzie Commune On A Turnkey Basis, I.E. In Particular Design, Construction, Delivery, Commissioning And Commissioning To Put Into Operation The Installation For Thermal Processing Of Waste With Recovery Energy With A Capacity Of Not Less Than 50 Thousand Tons And Not More Than 100 Thousand Tons Per Year In Accordance With The Ordering Partys Requirements Specified In The Tender Documentation And In Accordance With The Administrative Decisions Held By The Ordering Party. Ultimate The Ordering Party Will Make A Decision On The Efficiency Of The Installation After The Dialogue Technical With Contractors In The First Stage Of The Tender Procedure. Assumed Basic The Technological Functions Of The Installation Include Thermal Processing Of Waste With Energy Production Combined Heat And Electricity. It Does Not Apply To Tender Proceedings The Provisions Of The Act Of September 11, 2019 - Public Procurement Law (I.E. Journal Laws Of 2023, Item 1605, Pzp). The Proceedings Are Open Proceedings, Including Pre-Qualifications. The Ordering Party Submits This Announcement/Invitation To Participate In The Pre-Qualification Process For Potential Contractors Interested In Submitting Applications For Admission And Participation In The Proceedings. Prequalification Is Stage I Of The Tender Procedure, They Will Be Included In The Next Stages Of The Procedure Only Contractors Who Successfully Pass Stage I Of The Procedure Are Invited I.E. Pre-Qualification. Schedule Of The 1St Stage Of The Proceedings: Prequalification: 1) Announcement On The Procedure / Invitation To Participate In The Prequalification; 2) Explanations From The Ordering Party To The Contractors Questions Regarding The Invitation To Participate In The Prequalification; 3) Signing Confidentiality Declarations With Interested Contractors And Disclosure Them By The Ordering Party Of The Initial Documentation; 4) Submission Of Applications By Contractors, 5) Assessment Of The Submitted Applications, In Particular The Fulfillment Of The Conditions For Participation In The Procedure And No Grounds For Exclusion From The Proceedings; 6) Invitation Of Contractors To The Next One Proceedings Stage Together With An Invitation To The Technical Dialogue. In The Case Of A Large One Number Of Submitted Applications, The Ordering Party Expects To Limit The Number Of Invited Contractors To The Next Stage Of The Procedure In Accordance With The Provisions Of The Invitation To Participate In Prequalifications - Selection Criteria; 7) The Employers Explanations To The Contractors Questions Regarding The Content Of The Initial Documentation; 8) Technical Dialogue - The Purpose Of The Dialogue Remains Specified In The Initial Documentation. Stage Ii Of The Tender Procedure Will Be Preceded Technical Dialogue That The Ordering Party Will Conduct With The Contractors Invited To Stage Ii Of The Procedure To Finalize The Tender Documentation. Exact Target Technical Dialogue, Which Will Be Conducted In Stage I Of The Proceedings, Has Been Specified In The Initial Documentation, Which The Ordering Party Will Make Available To Contractors Who They Will Sign A Confidentiality Agreement. Schedule Of Stage 2 Of The Proceedings: Providing Full Documentation To Contractors Qualified For Stage Ii Of The Procedure Tender; 2) Asking Questions About The Tender Documentation By Contractors; 3) Providing Explanations To Contractors Questions; 4) Possible Technical Dialogue Regarding Content Of The Tender Documentation; 5) Invitation To Submit Offers, Including Any Providing Contractors With Updated Tender Documentation (Including Results Of The Technical Dialogue Stage And Explanations Provided To The Contractors Questions); 6) Submitting Offers; 7) Evaluation Of Offers; 8) Optional Dutch Auction (To Reduce The Price Indicated In The Offers); 9) Selection Of The Contractor And Conclusion Of The Contract. Award Procedure Orders For The Selection Of An Epc Contractor Are Conducted Through A Tender Procedure Based On Article. 70(1) Et Seq. Act Of 23 April 1964 - Civil Code (Uniform Text: Journal Of Laws Of 2022, Item 1360, As Amended - Hereinafter Referred To As Kc), In Accordance With The Provisions Of This Invitation To Participate In The Prequalification Process, Preliminary Documentation And Tender Documentation. The Ordering Party Maintains This Tender Procedure In Accordance With The Principles Of: Transparency, Non-Discriminatory Description Of The Subject Matter Procurement, Equal Access For Economic Operators From All Member States; Mutual Recognition Of Diplomas, Certificates And Other Documents Confirming Possession Qualifications, In Accordance With Polish Law; Appropriate Deadlines And Transparent And Objective Approach. The Proceedings Are Conducted In Polish, However Request Of Interested Contractors, The Ordering Party Will Provide Working Translations Into The Language English Of The Documents For Which They Were Prepared, Provided That That In The Event Of Any Discrepancies Between The Polish And English Versions, The Polish Version Will Prevail. Application, Offer And All Documents And Correspondence Related To The Application Or Offer Should Be Prepared In Polish.
