This is the same process as was run for onshore petroleum reserves tenders in 2022. This tender is entirely separate from the Governments October 2022 fuel resilience policy package (including the minimum fuel stockholding obligation pursuant to the Fuel Industry (Improving Fuel Resilience Amendment Act 2023 and the Governments investigations regarding the procurement of onshore reserve diesel stock to be held by the Government (including the associated Request for Proposals for the lease of diesel tank storage capacity in New Zealand currently underway)). To be clear, any petroleum reserves contracted through this tender cannot be used towards a companys minimum stockholding obligation under the Fuel Industry (Improving Fuel Resilience Amendment Act 2023 when that obligation comes into force on 1 January 2025 (see Section 6). The onshore petroleum reserves tender will be run concurrently with a tender to hold petroleum reserves offshore for the New Zealand Government (with the same tender closing date of 26th January 2024). If you intend to participate in the upcoming tender, we strongly encourage ROI responses (form attached as Appendix 3) by 30th November 2023 to allow time to complete the registration process by year end. Note that this ROI remains open for responses throughout 2024. The Government encourages ROI responses to be submitted at least one month prior to the issue of each 2024 tender in order to allow agreement in principle to be reached in time for efficient evaluation of tender responses.
