1. The Subject Of The Order Is The Preparation Of Design Documentation, Including: Energy Audit, Multi-Sector Design And Cost Estimate Documentation Regarding The Thermal Modernization Of Primary School No. 8 In Słupsk.2. The Ordering Party Has Archival Documentation For The Facilities Of Primary School No. 8 And An Energy Efficiency Audit Of The Internal Lighting Installation (Appendices No. 8 And 9 To Swz). The Designed Condition In The Indicated Documents Should Be Verified With The Existing Condition. 3. The Total Area Of The Facility Is 8,236.4 M2. Area Divided Into Buildings And Floors Are Presented In Chapter Iv Point 3 Swz.4. Scope Of Design Work:1) Prepared By Energy Audit. The Energy Audit Should Contain All The Necessary Data To Develop A Thermal Modernization Project, Including Technical Data Of The Facility, Assessment Of The Current Energy Condition Of The Building, Analysis And Assessment Of Technical Improvements In Terms Of Energy Consumption, Scope Of The Buildings Energy Capabilities, Costs Of Improvements And The Possibility Of Financing Them, Equipment Of The Facility In Devices With The Highest Economically Justified Energy Efficiency Standards, Directly Related To The Planned Thermal Modernization, Including Energy Management Systems,2) Prepared By Design Documentation. A) The Documentation Should Be Prepared In Accordance With The Guidelines And Conclusions Resulting From The Energy Audit, B) Design Documentation Should Include: - Architectural-Building Inventory. To The Extent Necessary For Development. The Documentation In Question, Architectural And Construction Design, Technical Design Divided Into Industries, Stwiorb, Bills Of Quantities, Investor Cost Estimates, 3) Expected Scope Of Work Based On The Prepared Documentation: A) The Scope Of Work Should Result In A Reduction In The Demand For Thermal Energy , Reducing Energy Consumption And Emissions Of Greenhouse Gases And Emissions Of Co2 Pollutants Into The Air, As Well As Increasing The Thermal Insulation Of Buildings And The Scale Of Use Of Energy From Renewable Energy Sources, And Should Include, Among Others: - Warming Of The Buildings External Partitions, Including External Walls. , Floors Near The Ground, Roofs And Flat Roofs And Other Elements Necessary To Achieve The Intended Energy Effect, - Replacement Of Windows And Doors Outside The Building With New Ones With A Low Thermal Transmittance Coefficient, - Reconstruction Of The Domestic Hot Water System And Central Heating By At Least Adjusting And Supplementing The Equipment (Valves Thermostatic) On The Central Heating Installation, - Modernization Of The System Of Existing Mechanical Ventilation Installations In Rooms, - Replacement Or Modernization Of Internal And External Lighting With Energy-Saving Ones, - Installation Of Photovoltaic Cells Or Other Renewable Energy Sources That Reduce The Operating Costs Of The Facility, - Performance Of Accompanying Works, I.E. Replacement Of The Installation Lightning Protection, Gutters And Downpipes, External Window Sills And Flashings, Repair And Reconstruction Of Existing Chimneys, B) In Addition To Thermal Modernization Works, Additional Activities Should Be Planned, Such As: Development Of Energy Management Systems In Buildings Or Development Of Indoor Lighting. Reducing Electricity Consumption, Activities Supporting Adaptation To Climate Change, In Particular Water Management Systems In Thermally Modernized Facilities. 4) The Design Documentation Should Include, Among Others: The Following Conditions: A) Insulation Of The Façade, B) Insulation Of The Roof Slope, C) Replacement Of Windows And Doors, Including Roof Skylights, D) Installation Of Photovoltaics, E) Replacement Of The Lighting Installation With Accessories, F) Modernization Of The Central Heating Installation, G) Modernization Mechanical Ventilation Installation, H) In 2022. An Energy Efficiency Audit Of Indoor Lighting Was Developed. - For Use, I) The Contractor Will Be Obliged To Prepare Design And Cost Estimate Documentation And An Energy Audit Of The Building, As Well As: Carry Out Authors Supervision During The Implementation Of The Works, At The Request Of The Ordering Party, Provide Explanations Regarding The Subject Of The Order, 5) Design Documentation, With The Necessary Consents And Opinions, Should Be Performed In Accordance With The Principles Of Technical Knowledge And Obligations. Legal Provisions Specified In The Swz,6) Requirements Imposed On The Contractor By The Ordering Party In Relation To The Subject Of The Order: A) The Contractor Should Submit To The Ordering Party Complete Design, Construction And Executive Documentation Within 5 Months From The Conclusion Of The Contract, B) As Part Of The Order, The Contractor Will Obtain For And On Behalf Of The Ordering Party, All Legally Required Consents, Opinions And Decisions Necessary To Prepare A Complete Application For Obtaining A Building Permit (If Necessary) Or To Report Works That Do Not Require A Building Permit. Technical Specifications For The Execution And Acceptance Of Construction Works (Stwiorb) 2 Sets. Information On Safety And Health Protection (Bioz), If Its Development Is Required Under Separate Regulations. All Copies Of The Design Must Be Accompanied By Signatures And Declarations Required By The Construction Law, E) Design Documentation Together With Investor Cost Estimates, Bills Of Quantities/Offer Cost Estimates And Stwiorb, Necessary To Initiate Public Procurement Proceedings, Will Be Used To Describe The Subject Of The Contract For The Performance Of Construction Works. As Part Of An Investment Task, F) Describing Technological Solutions And Materials Used In The Prepared Design Documentation In An Unambiguous And Comprehensive Manner Using Sufficiently Accurate And Understandable Terms. The Documentation Cannot Include Proper Names, Trademarks, Patents Or Origins Or Expressions That Could Hinder Fair Competition. If It Is Justified By The Specificity Of The Order And The Impossibility Of Precisely Defining Technological Solutions And Materials Using Sufficiently Precise Terms, The Contractor May Use The Terms Indicated In The Previous Sentence, Provided That The Entry Or Equivalent Is Included, At The Same Time Indicating The Minimum Technical Requirements Of The Materials Or Equivalent Technologies. In The Event Of Using Proper Names, Trademarks, Standards, Patents Or Origins As Well As Formulations That Could Hinder Fair Competition, The Contractor Should Submit A Written Justification For Their Use, G) The Contractor Will Regularly Agree With The Ordering Party On The Use Of Design Solutions Within The Subject Of The Order, Especially In Scope Of Important Elements Affecting The Costs Related To The Implementation Of Construction Works Based On The Documentation Prepared, H) The Documentation Should Contain A Description Of Materials And Design Solutions Using Technical And Quality Features In Compliance With Pns Transposing European Standards Or Standards Of Other Member States Of The European Economic Area Transposing These Standards,I) Supplements, Corrections Or Clarifications Regarding The Design Documentation, Which Are The Subject Of This Order, Submitted By The Ordering Party And The Participants In The Procedure For The Performance Of Construction Works, Will Be Performed By The Contractor Free Of Charge Under The Concluded Contract - Within The Deadline Set By The Ordering Party, J) Organization Of Works During The Execution Of The Subject Of The Order Should Meet The Requirements Specified In Current Health And Safety Regulations And Ensure Proper Performance Of The Service, K) The Contractor Undertakes To Carefully, Properly And Timely Perform The Required Work And Obligations Based On Legal Provisions And Standards Applicable To The Subject Of The Order, L) The Contractor Will Prepare Documentation Design According To The Requirements For The Construction Project In Accordance With The Act Of July 19, 2019. On Ensuring Accessibility For People With Special Needs.5. The Contractor Should Obtain All Information Necessary To Prepare The Offer And Conclude The Contract And Develop Documentation. The Contractor Bears Full Responsibility For The Consequences Of Failure To Recognize Or Incorrectly Recognize The Terms Of Contract Execution.6. The Ordering Party Requires The Contractor To Provide A Guarantee For At Least A Period Of 24 Months, Counting From The Date Of Final Acceptance.7. The Ordering Party Requires The Contractor To Provide A Warranty For Defects For A Period Of 24 Months From The Date Of Final Acceptance.8. The Ordering Party Requires That The Fleet Used By The Contractor To Complete The Order Contains At Least 10% Of Vehicles Powered By Electricity Or Natural Gas.9. The Ordering Party Does Not Allow The Submission Of Variant Offers Or Offers In The Form Of Electronic Catalogues.10.
