Tenders Are Invited For Enhanced Serviced Housing For The Elderly For The Period 1 September 2021 (Target) - 31 August 2026 (1Y+ 1Y Options)

This Purchase Has Been Transferred To Varsinais-Suomen Welfare Area Pursuant To Section 4 Of The Social Security Organization Act And Social Security Implementation Act (616/2021). All Candidates Who Have Submitted An Application For Participation And Meet The Requirements Stated In This Request For Participation Will Be Selected For The Dynamic Supplier Register. The Welfare Region Of Varsinais-Suomen Makes The Decision Regarding The Purchase. The Subscriber Will Later Enter Into A Separate Contract With The Service Providers Selected In The Dynamic Supplier Register For Each Service Unit. The Procurement Is Divided Into Four Parts: 1. Enhanced Service Housing For The Elderly For Finnish Speakers 2. Enhanced Service Housing For The Elderly For Swedish Speakers 3. Enhanced Service Housing For Finnish Speakers With Demanding Memory 4. Enhanced Service Housing For Swedish Speakers With Demanding Memory More Information Can Be Found In The Request For Participation And In Attachments 1-9. The Contract Will Be Concluded Until August 31, 2026 At Most, After Which The Contract Can Be Extended By The Customers Decision On The Original Terms With Two (2) One (1) Year Options For The Period September 1, 2026 - August 31, 2027 And September 1, 2027 - August 31, 2028. The Procurement Is Subject To The Procurement Procedure (Dynamic Supplier Register) Made Possible By Chapter 12 Of The Act On Public Procurement And License Agreements (1397/2016, Hereinafter Referred To As The Procurement Act), A More Detailed Description Of Which Is Presented In Appendix 7 Description And Principles Of The Dynamic Supplier Register And Appendix 8 Visualization Of The Dynamic Supplier Register. An Application For Participation Must Be Submitted Per Service Unit. Service Unit Refers To A Service Unit That Has Common Offices And Its Own Shift Planning And That Operates Under One Supervisor. Applications For Participation Can Be Submitted Throughout The Validity Period Of The Supplier Register. After Processing The Approved Application For Participation, A Contract Is Made With The Candidate Who Submitted The Application For Participation. The Candidate Must Be Ready To Start Providing The Service As Soon As The Contract Period Begins. Regarding The Units To Be Established, The Candidate Must Be Ready To Start Providing The Service Four (4) Months After The Procurement Decision Becomes Legally Binding. Procurement Services Will Process New Participation Applications And Varsinais-Suomen Welfare Area Will Make A Procurement Decision On Acceptance Into The Supplier Register No Later Than Four (4) Months After Submitting The Participation Application. In Terms Of The New Legislation (January 1, 2023), Enhanced Serviced Housing Is Round-The-Clock Housing (Social Care Act Section 21 C (26.8.2022/790). However, Procurement Documents Still Use The Term Enhanced Serviced Housing That Was In Use At The Time Of Procurement Initiation.
