Tenders Are Invited For Maintaining Trafficability (Snow Removal) And Combating Winter Slippery On Municipal Roads In The City Of Ostróda (Winter Action)

1. The Subject Of The Order Is To Maintain Passability (Snow Removal) And Combat Winter Slipperiness On Municipal Roads In The City Of Ostróda (Winter Campaign) In The Winter Season 2023/2024, In Accordance With The Contract Template (Appendix No. 3 To Swz), List Of Streets (Appendix No. 4 To The Swz), An Overview Map Of The Road Network (Annex No. 5 To The Swz), Technical Specifications For The Implementation And Acceptance Of The Service (Annex No. 6 To The Swz).2. In Accordance With Recital 78 Of The Preamble To Directive 2014/24/Eu (Classical Directive), In Order To Facilitate The Participation Of Small And Medium-Sized Enterprises In Procurement Procedures And To Increase Competition, Contracting Authorities Should Be Encouraged To Divide Large Contracts Into Lots. The Ordering Party Did Not Plan To Divide The Order Into Parts, As Its Size Does Not Constitute A Barrier To Access To The Order For Smes. At The Same Time, Dividing The Contract Into Parts Would Pose A Risk Of Excessive Technical Difficulties And Costs Of Contract Execution, As Well As The Need To Coordinate The Activities Of Various Contractors Implementing Individual Parts Of The Contract. The Implementation Of Orders Regarding The Services Covered By The Subject Of The Order Requires Logistic Systems And Technical Facilities That Enable The Optimal Implementation Of The Service In Question. Thanks To This, The Costs Related To The Logistics Of These Services Are Minimized. The Ordering Party, Guided By The Principle Of Cost Optimization And Economy When Spending Public Funds And Maintaining The Principle Of Competitiveness And Equal Treatment Of Contractors, Did Not Divide The Contract Into Parts.
