The Subject Of The Contract Are Snow Removal Services On Municipal And Internal Roads In The D ugo ka Commune, Along With Bicycle Paths, Sidewalks, Parking Lots, Bus Bays, Bus Stops And The Area Of Two Municipal Cemeteries (In The Towns Of Borowa And ozina) - Consisting In Removing Snow From The Road And Roadside And Associated Facilities, As Well As Services For Eliminating And Preventing Winter Slipperiness Occurring On Roads And Associated Facilities As A Result Of The Formation Of A Layer Of Ice, Icy Or Compacted Snow On Them, Using Chemical, Roughening Materials Or Mechanical Or Partly Manual Removal (Refining), Hereinafter Collectively Referred To As : Snow Removal Services - In Order To: 1) Ensure Safety And Increase Traffic Comfort - In Accordance With The Act Of March 21, 1985 On Public Roads (Consolidated Text, Journal Of Laws Of 2023, Item 645, As Amended); 2) Maintaining Cleanliness And Order In The Commune - In Accordance With The Act Of 13 September 1996 On Maintaining Cleanliness And Order In Communes (Consolidated Text, Journal Of Laws Of 2023, Item 1469).4. The Subject Of The Contract Includes Snow Removal - In Standard Iii, Iv And V (Described In Detail In Annex 1 To The Contract, I.E. In The Standards For Winter Road Maintenance In The D ugo ka Commune) Of All Municipal And Internal Roads In The D ugo ka Commune, Along With Bicycle Paths, Sidewalks, Parking Lots , Bus Bays, Bus Stops And The Area Of Two Municipal Cemeteries In Borowa And ozina According To The Following Guidelines: The Contractor Is Obliged To Implement The Subject Of The Order On All Roads Indicated In Section I And Ii Of Annex No. 2 To The Contract (Titled List Of Municipal And Internal Roads With Accompanying Facilities Intended For Snow Removal) Without A Request From The Ordering Party To Perform These Services, Guided By The Principle Of Maintaining Traffic Routes Passable At The Same Time. The Snow Removal In Question Should Depend On The Current Weather Conditions And Documented In The Road Card (The Template Of Which Is Attached As Annex No. 3 To The Contract), Whereas: 1) The Roads Indicated In Chapter I Of Annex No. 2 To The Contract, As The Road 1St Order Of Snow Removal, The Contractor Is Obliged To Clear Snow According To The Third Standard Of Winter Road Maintenance (Described In Detail In Annex No. 1 To The Contract, I.E. In Standards Of Winter Road Maintenance In The D ugo ka Commune);2) Roads Indicated In Chapter Ii Of Annex No. 2 To The Contract, As The Road Ii Order Of Snow Removal, The Contractor Is Obliged To Clear Snow In Accordance With The 4Th Standard Of Winter Road Maintenance (Described In Detail In Annex No. 1 To The Contract, I.E. In The Standards Of Winter Road Maintenance In The D ugo ka Commune);3) Roads Referred To In Chapter Iii Of Annex No. 2 To The Contract, The Contractor Is Obliged To Implement The Winter Road Maintenance Standard V (Described In Detail In Annex No. 1 To The Contract, I.E. In The Standards Of Winter Road Maintenance In The D ugo ka Commune) - Upon Each Telephone Request From The Ordering Party To Execution Of Individual Orders (Dictated By The Current Needs Of The Ordering Party), Each Time Confirmed In Writing By The Ordering Partys Representative By Sending An Individual Order (The Ordering Party Allows Orders To Be Sent Via E-Mail) And Documented In The Time Card.5. The Contractor Acknowledges That The Deadline For Commencing The Execution Of The Individual Order Specified In The Above-Mentioned Paragraph 4 Point 3, Is At Least Immediately After Receiving The Order, Max. Up To 10 Hours And Will Be Specified Each Time By The Ordering Party, Depending On Current Needs, In An Individual Order.6. Performance Of The Subject Of The Contract Specified In Section 3 Will Consist In Mechanical And Manual Cleaning Of The Road, Roadsides And, Among Others, Bicycle Paths, Sidewalks, Parking Lots And Bus Bays In Winter, Performed According To The Following Principles: 1) Road Cleaning - Includes Mechanical And Additional Manual Winter And Post-Winter Cleaning; 2) Mechanical Road Cleaning Using Winter Technology - Involves Removing Snow By Mechanically Spreading The Cover Snowy; Cleaning Is Applied To The Entire Width Of The Road And Intersections; The Intersection Area Is 15.0 M Of The Inlet Of The Cross Road, Not Subject To Cleaning, Counting From The Edge Of The Cleaned Road;3) Protecting The Road Against Winter Slipperiness - It Consists In Covering The Road Surface, Against The Occurrence Of The Slippery Phenomenon, With Chemical Agents Such As Wet Salt Or Brine;4) Removal Of Winter Slipperiness - Involves Removing Black Ice, Ice And Glaciation Using Melting Chemicals Such As Brine, Salt, A Mixture Of Sand And Salt, Etc. Or Using Agents Increasing Roughness, Such As Sand, Using Specialized Equipment;5) Cleaning Of Passages Pedestrian And Road Traffic In Winter Technology - Involves Mechanical Or Manual Removal Of Snow, Mechanical Or Manual Protection Against Winter Slipperiness, Elimination Of Winter Slipperiness And Removal Of Snow Piled Up On Sidewalks; Specialized Vehicles Are Used For Mechanical Snow Removal, And For Manual Snow Removal - Scrapers, Shovels And Choppers.7. The Contractor Will Use The Winter Technology On Days When At Least One Of The Following Conditions Is Met, I.E.: 1) Temperature Below +2 C; 2) Snowfall; 3) Residual Layer Of Snow; 4) Black Ice Or Glacier.8. The Contractor Is Obliged, Taking Into Account The Daily, Current Weather Forecast And Depending On The Weather Conditions, To Start Sufficiently In Advance - So As To Ensure Constant Traffic Safety - To: 1) Sprinkle The Road With Brine Or Use Wet Salt, After Making Sure - Based On The Forecast Weather - About Slippery Or Icy Conditions Expected To Occur; 2) Sprinkling The Road With A Mixture Of Sand And Salt, Just Before Snowfall, The Date Of Which Is Determined Based On The Weather Forecast, In Order To Combat Snow Slipperiness And Prevent Snow From Freezing To The Road.9. Before The Expiry Of The Contract Completion Date, The Contractor Is Obliged To Perform Post-Winter Cleaning Of All Hardened Roads Covered By Winter Cleaning At The Rate For Winter Cleaning. The Ordering Party Informs That Post-Winter Cleaning Consists In Removing Sand Used In Winter Action And Other Current Contaminants, As Well As Cleaning Sewage Grates And Water Drains.10. Post-Winter Cleaning Referred To In Section 9 Should Be Performed After The End Of The Winter Season (In Rare Cases, When The Ordering Party Requires It, Also During The Season), But No Later Than April 30, 2024 - The Final Date For The Completion Of These Works Will Be Agreed In Writing With The Ordering Party. 11. Due To The Large Scope Of The Subject Of The Contract, The Contractor Undertakes To Have An Appropriate Equipment Base To Maintain Roads In A Condition Ensuring Traffic Safety.
