Competition For The Framework Arrangement For Drug Analysis. The Subject Of Procurement Is Narcotic Tests For The Hus Diagnostic Center And Islab Hyvinvointiyht m (Hereafter Procurement Units). The Procurement Units Acquire Such Drug Analysis Studies That It Is Not Profitable Or Possible To Carry Out In Their Own Laboratories Due To Financial Or Technical Reasons. The Procurement Is Divided Into Sub-Areas. Three (3) Suppliers Are Selected For Each Sub-Area. If Fewer Suitable Offers Are Received, All Suitable Offers Will Be Selected. The Selected Suppliers Are Prioritized According To The Announced Selection Criteria. The Tenderer Can Offer For One Or More Sub-Areas, And The Tenderer Can Be Selected As A Service Provider For One Or More Sub-Areas Either For Another Procurement Unit Or For Both. The Comparison Of Offers Is Carried Out In Accordance With This Tender Request And Its Attached Documents. Hus And Islab Participate In The Procurement As Procurement Entities, And Each Procurement Entity Enters Into Its Own Framework Agreement With The Selected Service Providers. In All Sub-Areas, Two Points Are Calculated For The Bidder, I.E. The Bidders Points Are Calculated Per Procurement Unit. Within The Sub-Area, Two Priority Orders Are Formed: One For Hus And The Other For Islab, And The Same Bidders Or Different Bidders Can Be Selected As Service Providers For The Procurement Units, Depending On The Points Received By The Bidders. The Procurement Contract Is Concluded For A Three (3) Year Fixed Contract Period. In Addition, The Acquisition Includes Two (2) One (1) Year Option Periods (1 Year + 1 Year). Options Are A Right, Not An Obligation, Of The Procuring Entity. The Anticipated Value Of The Procurement Is 10,750,000 Euros (Vat 0%) For The Entire Contract Period. Hus Share Of The Value Of The Contract Is 1,700,000 Euros Per Year, And Islabs Share Is 450,000 Euros. The Maximum Purchase Value Is 11,500,000 (Vat 0%). The Minimum Content Requirements Of The Studies Are Also Described In Appendix 1.
