The Subject Of The Order Is Investors Supervision Of The Investment Entitled: Reconstruction Of Road No. 2324G On The Section Rybina - Chorążówka And Stegienka - Jantar As Part Of The Project Pomeranian Bicycle Routes Of International Importance R-10 And Vistula Bicycle Route R-9. Description Of Activities Performed By The Contractor Of The Order: 1) Supervision Over The Preparation Of Design Documentation And Construction Works Covered By The Subject Of The Order Described Above;2) Supervised Industry: Road;3) Obligatory, Non-Punctuated Presence Of The Inspector At The Construction Site: At Least Once A Week;4) In The Event Of Extraordinary Necessity, The Inspector, Despite The Obligatory Stays Declared In The Offer, Will Appear At The Pub Square At Each Request Of The Ordering Party (Without Additional Remuneration);5) The Inspector Must Be Present At The Construction Site And Stay For As Long As Required By The Effectiveness Of Supervision;6) The Scope Of Supervision Activities Includes, Among Others: A) Management Of The Investment Process On Behalf Of The Ordering Party, In Close Cooperation With Him , Taking Into Account The Correct Implementation And Timely Completion Of The Project; B) Checking The Compliance Of The Works Contractors Activities With The Requirements Specified In The Contract For Construction Works And Applicable Legal Provisions; C) Performing The Function Of Inspector In Accordance With The Provisions Of The Public Procurement Act, The Conditions Specified In The Contract With The Works Contractor And Provisions Of The Notification Of Works Completion; D) Timely Financial Settlement Of Construction Works, In Accordance With The Conditions Specified In The Contract With The Contractor; E) Supporting The Ordering Party In All Technical, Administrative And Financial Activities Related To The Implementation Of The Order; F) Acting In Cooperation With The Ordering Party And On Its Behalf Throughout The Entire Period Of Contract Execution; G) Ensuring Constant Exchange Of Information With The Ordering Party And Coordination Of Its Activities With The Ordering Partys Requirements; H) The Tasks And Duties Of The Inspector Include In Particular: Organizing And Carrying Out The Process Of Commencing Construction Works, Including Preparation And Submission Of Works Required By The Public Procurement Act Notifications To The Construction Supervision Regarding The Commencement Of Construction Works And Other Applications And Transfer Of The Construction Site To The Contractor (If Applicable); - Giving Opinions On The Contractors Applications Regarding Changes In The Personnel Indicated In The Offer And Submitting It To The Ordering Party For Approval; - Approving And Giving Opinions On The Safety And Security Plan Health, Presented By The Contractor Before The Commencement Of The Works (If Applicable); - Monitoring The Contractors Compliance With The Work Safety Rules And Maintaining Order On The Construction Site, As Well As Compliance With The Requirements Of Environmental Protection And Waste Management Regulations; - Preparing Templates Of Forms And Documents That Will Be Apply During The Order Execution Process; - In Consultation With The Ordering Party, Making Decisions On The Acceptance Of Materials, Aggregates, Prefabricated Elements And All Elements And Devices Intended To Be Built And Used In The Implementation Of The Works, Recipes And Technologies Proposed By The Contractor; - Control Of The Method Of Storage And Storage Of Materials;  Carrying Out Inspections At The Construction Site In Accordance With The Offer And The Provisions Of The Contract In Order To Check The Quality Of The Works Performed And Built-In Materials, In Accordance With The Requirements Of Technical Specifications, Design Documentation, Engineering Practice, Construction Practice And Applicable Regulations;  Supervision Of Protection Against Damage Or Destruction Of Growing Trees On The Construction Site; - Supervision Over The Use Of Public And Internal Roads By The Contractor; - Supervision Of Tests Of Materials And Works Performed By The Contractor; - In Consultation With The Ordering Party, Deciding On The Need To Perform Additional Tests Of Materials Or Works That Raise Doubts As To Their Quality; Approving The Works Contractors Laboratory, After Checking The Qualifications Of The Staff, Completeness And Efficiency Of Laboratory Equipment And Devices; Issuing Orders On Behalf Of The Ordering Party To The Works Contractor Regarding The Removal Of Irregularities Or Threats That Could Result In A Safety Hazard Or Cause Non-Compliance With The Design Documentation Or Permit Construction; After Consulting The Ordering Party, Making Decisions To Suspend Works Carried Out In A Manner That Poses A Threat To Safety Or Are Inconsistent With The Requirements Of Legal Provisions And The Provisions Of The Contract With The Contractor Of The Works; Requesting The Ordering Party To Perform The Necessary Technical Tests And Expert Opinions In The Event Of Such A Need; In Consultation With The Ordering Party On How To Secure Excavations Discovered On The Construction Site And Arranging The Necessary Formalities; - After Consultation With The Ordering Party - Requesting The Designer To Introduce Necessary Changes And Corrections In The Design Documentation; - Coordinating Authors Supervision By Designers; - Determining The Necessity Of The Designers Stay On The Construction Site And Confirming Stay; Verification And Approval, After Prior Review By The Authors Supervision, Of Executive And As-Built Drawings Prepared By The Contractor Of The Works; Applying To The Relevant Authorities To Change Existing Building Permits When There Are Circumstances Justifying Such An Action;7) Performing The Function Inspector In Accordance With The Provisions Of Polish Law And The Provisions Of The Relevant Construction Permits, Including In Particular: A) Measuring The Works Subject To Acceptance In The Event Of Replacement (Additional) Works Deviating From The Assumptions Of The Design Documentation; B) Checking And Acceptance Of Construction Works That Are Covered Or Disappearing ;C) Participating In Works And Tests, As Well As Partial And Final (Final) Acceptances; D) Setting, In Consultation With The Ordering Party, Acceptance Dates And Notifying All Interested Parties; E) Carrying Out Partial Acceptances, Final (Final) Acceptance; F) Checking Completeness And Correctness Of The Documents Submitted By The Contractor Required For Acceptance And Forwarding Them To The Ordering Party; G) Checking The Lists Of Quantities And Values ​​Of The Works Performed, Checking The Formal, Substantive And Accounting Aspects Of All Types Of Calculations, Cost Estimates, Invoices, As Well As Other Documents Submitted By The Contractor. During The Settlement Of Completed Works; H) Certifying The Date Of Completion Of The Works, Setting, In Consultation With The Ordering Party, The Dates Of Acceptance Of Completed Works Related To The Removal Of Defects. Or Increasing Costs And Proposing Ways To Prevent Them;J) Reading The Design Documentation And Providing The Works Contractor With All Available Information And Explanations Regarding The Design Documentation, In Particular With The Participation Of The Designer;K) Checking The Compliance Of The Marking Of The Works With The Approved Traffic Management Design;L) In Consultation With The Employer, Expressing Consent To Perform Works At Night And On Non-Working Days; M) Requesting The Contractor To Remove From The Construction Site Any Person Employed By The Contractor Who Behaves Inappropriately, Is Incompetent Or Negligent In His Work, And Persons Not Included In The List Of Employees Included In The Contractors Offer; N) In Necessary Situations, Organizing And Chairing Technical Meetings (Construction Councils) Regarding The Progress Of Works, In Which Representatives Of All Parties Involved In The Implementation Of The Investment Task (Contractor, Inspector, Representative Of The Ordering Party) Participate And Preparing And Forwarding Minutes Of These Meetings To Their Participants Within 7 Days From The Date Of The Meeting - The Room Will Be Made Available By The Contracting Authority At The Seat Of The District Office In Nowy Dwór Gdański;O) Preparing Announcements Regarding Changes In Traffic Organization In Connection With The Implementation Of The Project, Along With Diagrams Of Detours And Difficulties Occurring In Road Traffic;P) Keeping Photographic Documentation Of The Construction Site And Submitting It To The Ordering Party In Paper And Digital Versions;Q) Participating In Inspections Carried Out By The Construction Supervision Inspector And Other Authorities Authorized To Inspect And Checking The Implementation Of The Arrangements And Decisions Made During These Inspections;R) Participating In Supplementing And Submitting Information And Additional Explanations Related To The Implementation Of The Project; S) Giving Opinions On The Contractors Requests To Change The Date Of Completion Of The Works; T) Preparing And Submitting To The Ordering Party, Within The Deadlines Indicated By Him, All Material And Financial Settlements, Reports, Applications And Documents Related To The Implementation Order;U) Controlling The Correct Keeping Of Construction Documents (Construction Log);V) Preparing A Technical Opinion On The Completed Order;W) Settling The Construction Contract In The Event Of Its Termination;X) Immediately Giving Opinions On All Types Of Complaints And Claims Of Third Parties Resulting From The Implementation Of The Project;Y ) Informing The Ordering Party About The Need To Perform Additional Works;Z) Preparing Investor Cost Estimates For Additional Or Replacement Works;Aa) Preparing Reports On The Need To Perform Additional And Replacement Works, Including A Description Of The Technical Problems That Occurred, A Description Of Changes Necessary In The Design Documentation, A Description Of The Additional Works Necessary To Perform, Verifying The Contractors Bid Cost Estimates For Additional Or Replacement Works; Bb) Supporting The Ordering Party In Negotiations Regarding Unresolved Claims And Disputes With The Contractor And Authorities And Offices In Matters Relating To The Subject Of The Order;
