Expression Of Interest Are Invited For Research On Direct Facility Financing For Lower-Levels Of Health Facilities In Png. Issue Date And Time: Sep 07, 2023 05:44 Closing Date And Time: Sep 18, 2023 23:59 Research Objectivesthe Proposed Research Will Increase Understanding On How Resourcing Can Be Better Directed To Support Frontline Health Service Delivery At The District Level (Level 4 And Below). It Will Seek To Provide Information On The Following Areas Of Enquiry:Guiding Questions: A. What Are The Current Arrangements In Place; In Each Of The Select Provinces; To Fund Lower-Level Facilities? Describe The Arrangements Of All Funding Sources And Their Effectiveness.[1] B. B. Consider The Different Needs Of Different Levels Of Facilities And Facilities In Particularly Challenging Settings: I. District Hospitals; Health Centres; Community Health Posts[2] Ii. Remote Facilities (E.G. Facilities That Are Distant From An Urban Centre; Lack Bank Facilities; Or Distant To Key Suppliers) Iii. Government-Run Llfs Versus Church-Run Llfsc. C. What Are The Key Bottlenecks In Fund Flow Arrangements By Facility Type And By Fund Type?D. D. What Might An Effective Future Funding Arrangement For Llfs Look Like That Is Financed By The Government Budget?Specific Questions:1. 1. Amount And Sources: What Are The Amount Of Funds (And/Or Cash) That Are Currently Available And Accessible For Llfs And The Sources Of Those Funds. Sources Of Funds May Include Function Grant; Provincial Internal Revenue; Dsip; User Fees; Llg Grants; Etc. 2. 2. Existing Use: What Are The Funds (And/Or Cash) Commonly Used To Purchase? For Example: Cleaning Products; Fuel For Generators; Transport And Vehicle Costs; Outreach Related Activities; Emergency Drugs And Supplies; Mobile Credit; Other Items.3. 3. Future Use: If The Llf Had Access To More Funds (And/Or Cash); What Would Be The Priority Items That The Money Would Be Used To Purchase Or Spend On? 4. 4. Basic Administration And Financial Management: How Are Funds Currently Managed By The Health Facilities? What Arrangements Are In Place For Holding Funds (E.G. Bank; Safe?); Basic Record Keeping (Cashbook; Electronic?); Reporting (Any; Paper; Electronic?)5. 5. Staff Capacity: How Would You Describe The Capacity Of Llf Staff To Manage And Administer (Small) Sums Of Funds For Facility Level Activities? 6. 6. Supervision And Oversight: What Arrangement Are Currently In Place To Supervise And Oversee The Llf And Its Use Of Funds? Who Is Responsible For Supervision And Oversight Of The Llf? How Often Does It Happen? 7. 7. Monitoring: What Arrangement Are Currently In Place For Financial Reporting By The Llf? Do They Use The Enhis? Have They Got A Tablet? A Mobile Phone? Have They Got Mobile Connectivity?Description Of Tasksthe Research Consultancy Will Have Two Key Tasks. The First Is Refinement Of The Research Questions And Design Of The Methodology; Including Proposed Sampling. It Is Envisaged That The Researcher Will Survey At Least Four Health Facilities In Four Provinces Located In Each Region. The Proposed Provinces To Include Are East New Britain; Chimbu; Morobe And Milne Bay; Though This Is Subject To Discussion With The Research Institute Or Firm. Different Facilities (Urban/Rural And Government/Church-Run) Will Be Reviewed To Support With Identifying What Types Of Direct Facility Funding Should Be Applied. The Second Task Is To Carry Out The Research Across Locations In Png; To Collate And Analyze Findings And To Produce A Synthesis Report. Further Details On The Expected Activities Are Provided Overleaf. Ndoh Will Support The Research Consultancy With Access/Liaison With The Health Interviewees; Where Needed.[1] The Description Of The Arrangements Should Include The Role Of The Llf; But Also Sufficient Detail To Explain The Role Of The Wider Enabling Health System I.E. Pha; Provincial Level; District Level; And Church Health System.[2] The Assumption Is That Aid Posts Will Be Supported From A Higher-Level Facility And Will Not Need To Manage Funds Directly Themselves.
