Prior Information Notice For Sustainable Multifunctional Forest Management For The Development Of National Forest Policy In China (Tentative Project Title). Since 2016, The Federal Ministry Of Food And Agriculture (Bmel) And The National Forestry And Grassland Administration (Nfga) Have Been Cooperating Within The Framework Of The Forest Policy Facility To Promote Sustainable And Multifunctional Forest Management At The National Level. To This End, A Demonstration Project To Promote Sustainable Forest Management Methods Has Been Carried Out In Shanxi Province Since 2019 Until The End Of 2023, During Which The Development Of A Sustainable Forest Management Plan (Fmp) For The Forests Of The Zhong Cun Zhongtiaoshan State Forestry Enterprise (Zcsff) Has Been Initiated, As Well As Local Technical Staff Is Trained. The Future Project Aims To Strengthen The National Policy On Sustainable Forest Management Based On The Results And Experiences From The First Phase Of The Shanxi Project. These Are To Be Tested And Refined In Other State Forestry Companies. Political Partners Are The Bmel, The Nfga And The Shanxi Office For Forestry And Grassland (Sfgb). The Operational Project Partners Are The Zhongtiaoshan Forestry Office, The Zcssf And Other Forestry Companies In Shanxi Province. The Political Component Of The Project Is Intended To Strengthen Strategies For Climate-Resilient And Multifunctional Sustainable Forest Management And To Develop Forest Policy Recommendations On Priority National Issues. At The Provincial Level, The Implementation And Monitoring Of Silvicultural Measures In The Zcssf Should Be Supported And Accompanied. In Addition, The Capacities Of Forest Managers, Technicians And Forest Workers To Create And Implement Fmps Should Be Strengthened. The Application And Adaptation Of The Fmp Approach Introduced In The Zcsff Is To Be Supported In Two Other Forestry Operations In Shanxi Province. The Services To Be Provided Include The Deployment Of Long-Term And Short-Term Specialists (National And International) On Site, The Deployment Of Project Staff For Administration And Translation, Project Management And The Organization Of Studies And Training Trips To Germany. The Award Is Based, Among Other Things, On A Detailed Technical And Financial Presentation Of The Project Implementation, With The Following Personnel Being Planned To Provide The Services In China: 1 International Team Leader (Intermittent Long-Term Specialist Senior) With A Forestry Degree, More Than 7 Years Of Work Experience In Forestry And In China, Several Years Of Experience In Managing International Projects In The Forestry Sector And In Multifunctional Forest Management And Forest Policy; 1 International Long-Term Specialist (Intermittent) With A Forestry Degree And More Than 2 Years Of Work Experience In Forestry And In The Coordination Of International Projects In The Forestry Sector As Well As With Basic Knowledge Of Forest Policy; 1 International Long-Term Specialist (Intermittent Junior) With A University Degree In Forestry Or Higher And Work Experience In Forestry, In The Coordination Of International Projects And With Basic Knowledge Of Multifunctional Forest Management; 1 National Project Coordinator Assistant And Translator (Preferably 11 Months/Year) With Fluent Chinese And English Language Skills; 1 Additional National Interpreter (Approx. Approx. 20 Expert Days/Year) With Fluent Chinese And English Language Skills; Pool Of International Short-Term Experts (Approx. Approx. 100 Expert Days/Year); Pool Of National Short-Term Experts (Approx. Approx. 150 Expert Days/Year). The Planned Project Duration Is 2.5 Years With A Unilateral Option For The Client To Extend It By 18 Months. Estimated Total Value Is Up To Eur 2.2 Million (Up To Eur 1.4 Million Plus Up To Eur 0.8 Million After The Extension Option Is Exercised). The Target Project Start Date Is January 2024. The Project Locations Are Pekin And Shanxi Province.
